Position Description:

CGI Federal is seeking a Business Objects Developer with 4-7 years of experience to support reporting and analytics needs across a Federal agency's Momentum environment.
Momentum is the agency's enterprise financial management and accounting platform, used for core financial operations including budgeting, payments, obligations, cost allocation, financial statement production, audit support, regulatory compliance, and data analytics. It sits at the center of the agency's financial ecosystem and integrates with multiple upstream and downstream systems, making high quality reporting crucial for program and mission transparency.
In this role, you will develop and optimize BusinessObjects universes and reporting artifacts to ensure Momentum data is accurate, accessible, and actionable for Federal agency stakeholders. This is a high impact position on a fast moving team, offering opportunities to modernize financial reporting and strengthen the agency's analytic capabilities.
This position is located in our Fairfax, VA office with work performed at client site in Washington, DC;
however, a hybrid working model is acceptable.

Your future duties and responsibilities:

. Design, develop, and maintain SAP BusinessObjects universes (IDT/UDT), Web Intelligence reports, dashboards, and analytics tied to Momentum functional and financial datasets.
. Build performant SQL queries and optimize join strategies, contexts, aggregates, and filters for efficient retrieval of Momentum financial data.
. Implement and manage BO security models (profiles, access levels, row level rules).
. Support release cycles, promotions, regression testing, and production cutovers across BO environments.
. Translate business and functional financial requirements into technical BO solutions.
. Troubleshoot report discrepancies, conduct root cause analysis, and coordinate fixes with functional SMEs and technical Momentum teams.
. Document semantic layers, lineage, mapping rules, functional logic, and usage guidance for EPA stakeholders.
. Collaborate closely with financial analysts, developers, DBAs, and OTS leadership to support new initiatives (e.g., GTAS, audit support, regulatory updates, PCA improvements).

Required qualifications to be successful in this role:

. 4-7 years of hands on experience with SAP BusinessObjects (IDT/UDT, WebI, CMC).
. Strong SQL development and performance tuning (Oracle preferred).
. Experience designing data models/semantic layers and handling universe contexts, loops, aliasing, and aggregate awareness.
. Ability to work with large financial datasets and translate complex business rules into report logic.
. Experience with promotion workflows across multiple environments.
. Experience with Business Objects Administration
. Excellent documentation and communication skills.
Desired qualifications/non essential skills required:
. Experience supporting Momentum or other federal financial management systems (e.g., audit, closeout, cost allocation, G Invoicing, GTAS).
. Familiarity with automation or CI/CD for reporting regression tests and release management.
. Bachelor's Degree in IT, CS, Data Analytics, or related field.
. Experience with ETL/data warehouse models feeding BO.

The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $89,600.00 $218,200.00.
