Job Summary:

The Business Management Consultant (BMC) provides strategic leadership and oversight for all testing activities associated with the City's SAP Payroll Modernization Project. This role is accountable for developing and executing the overall testing strategy across SAP S/4HANA Payroll (PCE), ESS/MSS, Payroll Control Center (PCC), and payroll interfaces.

The position leads the planning, coordination and execution of System Integration Testing (SIT), User Acceptance Testing (UAT), payroll comparison (parallel) testing, end-to-end business process validation, integration testing, regression testing, performance testing, cutover validation and production readiness activities. The BMC (Solution Validation) works closely with the System Integrator, business stakeholders, technical teams and interface owners to ensure payroll accuracy, system quality and successful implementation.

Major Responsibilities:
  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Provides strategic and expert financial planning, management and control services and financial oversight, including business/service analysis and the evaluation of service plans, capital and budget estimates and submissions.
  • Provides quantitative and qualitative analysis including performance measures, results and outcomes.
  • Conducts specialized research such that it takes into account development within the field, corporate policies and practices, applicable program standards, statutes, City Council directives, municipal by-laws, and other government legislation and initiatives.
  • Monitors and evaluates in-year expenditure and performance, compared to approved budgets and performance measures, reporting on causes for variances and recommending mitigating strategies.
  • Participates in the budget review process, responding to and/or anticipating budgeting issues and requests for new, immediate program-specific or divisional information.
  • Provides financial and business advice, cost-benefit analyses, trend analyses and risk assessments to the management team in order to contribute to their strategic and operational planning exercises and to enable sound decision-making.
  • Supervises assigned projects and staff, ensuring effective teamwork and communication, high standards of work quality and organization performance and continuous learning.
  • Develops and governs the Payroll Modernization testing framework, including the overall test strategy, test plans, schedules, entry and exit criteria, quality gates, testing governance, and production readiness assessments.
  • Leads end-to-end testing activities including System Integration Testing (SIT), User Acceptance Testing (UAT), regression testing, payroll comparison (parallel) testing, mock cutovers, and production validation to ensure payroll accuracy, legislative compliance, and successful deployment.
  • Coordinates and oversees integrated testing across enterprise systems and workstreams, including SAP SuccessFactors, SAP S/4HANA Payroll (PCE), UKG Workforce Management, Finance, Pension, Benefits, Banking, statutory reporting, tax authorities, and other interfacing applications; ensures test data, environment readiness, and testing schedules are effectively managed.
  • Provides overall test execution governance and quality oversight by managing payroll reconciliation processes, acceptance criteria, defect triage and prioritization, root cause analysis, resolution tracking, and stakeholder reporting in collaboration with the System Integrator, technical teams, and business stakeholders.
  • Identifies and develops professional reports and analyses that assist management to comprehend and assess issues and to facilitate decision making regarding financial and resource management.
  • Provides strategic advice and support in areas such as service level agreements, management control tools and reporting, performance measurement, performance data reporting, best practices and program and service review.
  • Researches best practices and incorporates findings into analyses, reporting and business processes as appropriate.
  • Uses risk assessment and management techniques to provide advice and support regarding risk management, control strategies/systems, and sound business practices.
  • Identifies and develops models, frameworks, tools, processes, evaluation mechanisms, resource requirements and training resources that support management decision making and control.
  • Designs and performs data analyses on both qualitative and quantitative initiatives using relevant methodologies and related software applications.
  • Conceptualizes and comprehends potential results and outcomes of policy actions and develops options and recommendations to support decision making.
  • Ensures training and communication to staff are undertaken with respect to new policies and procedures and for monitoring their effectiveness and making revisions as necessary.
  • Develops terms of reference, project objectives and methodologies for reviews and assignments and leads cross-directorate teams to address divisional issues.
  • Coordinates and writes professional briefs and staff reports for presentation to division management, various stakeholders, governing bodies, and City Council.
  • Participates as an effective team member of the division's management staff, undertaking in this capacity such special projects and assignments as may be required from time to time.
  • Supports the Director with the administration of day-to-day functions as required acting on behalf of and in their absence.


Key Qualifications:
    1. Extensive experience leading enterprise testing and solution validation activities for large-scale SAP Payroll, HR and Workforce Management implementations within large, complex organizations.
    2. Extensive experience using enterprise testing tools, data scramble & compare tools, defect management solutions, and test automation frameworks.
    3. Extensive experience leading System Integration Testing (SIT), User Acceptance Testing (UAT), payroll comparison (parallel) testing, regression testing, end-to-end business process testing and production readiness activities.
    4. Considerable experience with SAP S/4HANA Payroll (PCE), SAP ECC Payroll, Payroll Control Center (PCC), ESS/MSS, and enterprise payroll interfaces.
    5. Experience developing enterprise testing strategies, quality assurance frameworks, testing governance and release readiness assessments for complex ERP implementations.
    6. Experience planning and executing payroll comparison (parallel) testing and payroll reconciliation activities for SAP payroll implementations.
    7. Extensive knowledge of payroll legislation, payroll processing, reconciliation techniques, collective agreements, unionized environments and payroll compliance requirements.
    8. Familiarity with integration evaluation and enterprise architecture concepts.
    9. Strategic thinking and enterprise leadership.
