As a Business Management Analyst within the Strategic Planning and Workforce Development unit, you will provide client-focused, value-added advisory services and lead initiatives that support business, technology, financial, operational, performance, and risk management objectives.

You bring strong analytical, problem-solving, and research skills, with the ability to assess complex issues, develop practical solutions, and provide sound recommendations that support informed decision-making. You can communicate complex information clearly through reports, presentations, and stakeholder engagement, while effectively building consensus across diverse groups.

This role requires an exceptional relationship builder and negotiator who thrives in a multidisciplinary environment, exercises sound judgment, and confidently collaborates with leaders at all levels on sensitive and complex matters. You are accountable, proactive, and comfortable working independently, challenging existing approaches constructively, and driving continuous improvement.

Reporting to the Advisor, Strategic Planning & Business Support, you will contribute to a diverse portfolio of work that includes business and technology planning, process improvement, project management, performance measurement, financial analysis, strategic planning, and organizational change initiatives. You will also support the development, evaluation, negotiation, and administration of large-scale service agreements, procurement processes, and contracts, while leveraging a strong understanding of budgeting and financial systems.

Certification or accreditation in Lean, Six Sigma, and/or Project Management is considered an asset.

A vital analytical and strategic role in the water and wastewater field

Leveraging your considerable strengths as an analyst, you'll initiate and conduct industry and business research and analysis applicable to developments within the water and wastewater field, corporate policies and practices, legislation and initiatives by other levels of government. We'll rely on you to document, map, analyze, design and re-engineer business processes to improve efficiency of operations and programs, and conduct feasibility studies and financial analyses to assess and integrate processes, technologies, and business requirements, and measure the cost and effectiveness of service delivery solutions, projects and programs. You'll also develop and manage strategic business and operational planning activities, such as developing and writing detailed business cases, performance reports, and service delivery plans that support budget and resource allocations and/or recommend changes to programs, policies and procedures.

Building relationships and delivering solutions in a multi-stakeholder environment

Collaborative in approach, you'll shape and define projects and initiatives in consultation with clients and stakeholders to determine the terms of reference, objectives, scope, methodology, activities, schedule, resource requirements, monitoring and performance measurement to be employed. You'll also facilitate, coordinate and support internal and cross-divisional working groups, committees and ad-hoc work teams, in order to improve communications, build and manage co-operative relationships, coordinate efforts, and deliver projects and solutions.

Sharing knowledge and driving best practices

Committed to maintaining an awareness of current trends, practices and directions in both the professional business world and the water and wastewater marketplaces, you'll apply management concepts and techniques, including best practices, and recommend their implementation where appropriate. Through participation in senior-level management meetings, you'll gain a further understanding of the issues impacting Toronto Water, present findings, assess implications and viability of alternatives, and provide recommendations.

You'll also liaise and consult with Toronto Water and other City staff to gather sufficient knowledge of City and divisional operations, programs and services to ensure the achievement of objectives, compliance with applicable policies and legislation, and adherence to sound management principles and practices.

Implementing and reviewing performance measures, maintaining data on performance measures, and preparing divisional performance measurement reports to meet the organization's strategic needs.

Providing results-focused team leadership

Experienced in all phases of project management, you're ready to coordinate and/or provide direction to a team of staff as well as manage assigned projects, ensuring effective teamwork and communication, and high standards of work quality and organizational performance, and promoting accountability and continuous learning. It will also be your job to ensure that project expenditures are controlled and maintained within approved budgets.

Key Qualifications:

  1. Post-secondary education in business or public administration, a professional discipline or other pertinent field related to the job function, or an approved equivalent combination of education and experience.
  2. Considerable experience in analyzing and implementing strategic and long-term business planning activities, including researching, developing and writing processes, technical requirements, business plans, business performance reports, and/or service delivery plans in support of system development, policies, programs and recommendations.
  3. Considerable analytical and implementation experience in assisting large organizations in the areas of organizational design, business and technology planning, process review and modelling, and management structure development, using various management concepts, tools and techniques.
  4. Considerable experience in all phases of project management, including managing project teams, facilitating and coordinating stakeholders and meetings, developing project scopes and handling competing priorities and multiple tasks concurrently.
  5. Extensive experience in initiating, leading and implementing proactive continuous improvement initiatives, and knowledge and ability to develop a performance management framework, including establishing, monitoring and reporting on key performance measures and indicators.
  6. Exceptional interpersonal and organizational skills including relationship building, negotiation and conflict resolution, with the ability to work collaboratively with divisional and/or other City staff at all levels and deal with senior management on complex and sensitive issues.
  7. Well-developed written and oral communication skills, with the ability to prepare clear, concise written reports, deliver effective presentations, and effectively communicate findings, conclusions and complex information in an understandable way.
  8. You're also proficient in using spreadsheets, databases and other software tools and applications for presentations and graphics, project management, business modelling, and fiscal and statistical analytical packages
  9. A valid Province of Ontario Class "G" driver's licence and ability to obtain and maintain a City Permit.
