The Work

The Business Intelligence Analyst – Specialist uses data to identify market, operational, and business trends that increase organizational efficiency and effectiveness. This position may support a single organization or multiple organizations as a consultant. The Specialist is able to work with large, complex data sets; identify and interpret trends and patterns; and clearly communicate findings and implications to both technical and non‑technical stakeholders.

Responsibilities
  • Serve as technical lead and primary liaison between IT/data teams and business/program stakeholders for analytics and reporting needs.
  • Work with program and business areas to gather, analyze, and document business requirements, translating them into clear technical specifications for BI, analytics, and AI‑driven solutions.
  • Lead as a technical project manager, creating and managing hybrid Agile sprint cycles (epics, stories, backlogs) as well as Waterfall project plans and associated project artifacts.
  • Act as the primary point of contact for staff with data needs for external (e.g., federal, state, regulatory) and internal reporting.
  • Translate complex data requests and operational requirements into clear, actionable queries for AI and traditional BI tools against complex analytics data sources.
  • Explain technical findings, constraints, and data limitations in clear, concise, non‑technical language tailored to diverse audiences.
  • Develop and refine effective AI prompts and query strategies to retrieve and synthesize data accurately from complex, multi‑source datasets.
  • Guide non‑technical users in crafting precise prompts to obtain the data and insights they need, ensuring fidelity, reproducibility, and accuracy.
  • Design, build, and maintain a catalog or library of standardized prompts and query templates for common reporting, performance, and compliance needs.
  • Integrate AI‑driven insights into existing BI and reporting workflows while maintaining data quality, traceability, and responsible AI practices.
  • Extract, integrate, transform, and analyze data from multiple complex internal and external sources to meet program, operational, and strategic needs.
  • Collaborate with end‑users, performance analysts, and IT leadership to design, develop, and validate reports, dashboards, and data visualizations that support program monitoring and official reporting.
  • Provide subject matter expertise on validating AI outputs, including identifying, explaining, and mitigating hallucinations and other AI risks.
  • Ensure that all data outputs comply with applicable reporting standards, data governance policies, and regulatory or contractual requirements.
  • Optimize BI solutions for usability, performance, and maintainability.
  • Champion data literacy across the organization, promoting a culture of data‑informed and AI‑assisted decision‑making.
  • Develop and deliver training sessions, workshops, and coaching for non‑technical staff on interpreting data, using BI tools, and leveraging AI for data synthesis and analysis.
  • Create clear, comprehensive documentation, user guides, and tutorials on utilizing BI platforms and AI tools for querying and reporting.
  • Mentor staff with varying levels of data literacy, helping them increase their skills and confidence in working with data and AI.
  • Work closely with data engineering, IT, and program/business teams to troubleshoot data‑related issues and resolve data quality, integration, and consistency problems.
  • Provide expert guidance to program and business staff on interpreting data trends, identifying root causes, and developing data‑driven recommendations.
  • Collaborate on data governance initiatives, including data stewardship, metadata management, and data quality improvement strategies.
  • Stay current with emerging AI, analytics, BI, and data visualization tools and techniques, and recommend enhancements to improve data access, data quality, and reporting capabilities.
  • Other duties as assigned.
Qualifications

  • 10+ years of experience gathering business requirements and translating complex data requests and operational requirements into clear, actionable queries for complex analytics data sources.
  • 10+ years of experience explaining technical findings and data limitations in simple, non‑technical language to end‑users and stakeholders.
  • 10+ years of experience in a complex data analysis role, such as senior business analyst, senior systems analyst, BI analyst, or data liaison.
  • 10+ years of strong, hands‑on experience with SQL for data extraction, transformation, and manipulation.
  • 10+ years of experience collaborating with end‑users and performance analysts or IT leaders to create and validate reports, dashboards, and data visualizations for monitoring and official reporting.
  • 10+ years of demonstrated excellence in communication, presentation, and interpersonal skills, including stakeholder management and executive‑level briefings.
  • 10+ years of experience with data visualization tools such as Power BI and/or Tableau (or equivalent enterprise BI platforms).
  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

  • Proficient in MS Office, Word, Outlook, PowerPoint, and Excel.

 

Desired Qualifications:

  • 5+ years of experience serving as a technical project manager, including creating and managing hybrid Agile sprint cycles (epics, stories, backlogs) as well as Waterfall project plans and formal project artifacts.
  • 5+ years of experience with Business Intelligence and Data Warehouse concepts, architectures, and best practices.
  • 5+ years of experience acting as the primary point of contact for program or business staff with data needs for external (e.g., federal, state, regulatory) and internal reporting.
  • 5+ years of experience working in a health and human services, healthcare, or similarly regulated environment, with a strong understanding of program data and reporting requirements.
  • 5+ years of experience applying data governance and data quality principles, including data standards, stewardship, and control frameworks.
  • 2+ years of experience championing data literacy across an organization by developing and conducting training sessions for non‑technical staff.
  • 2+ years of experience training and mentoring staff with varying levels of data literacy and technical proficiency.
  • 1+ year of experience creating AI prompt catalogs or similar artifacts using tools such as Streamlit with Python (or comparable frameworks and languages).
  • 1+ year of experience applying responsible AI practices, including adherence to organizational standards, ethical guidelines, and applicable compliance requirements.
