We're looking for a Business Analytic Specialist, to join our team in East Baton Rouge Parish.

This position with the Department of Children and Family Services (DCFS) is in the Office of Management and Finance (OMF), Budget Office. The incumbent will serve as the Budget Office's Business Analytic Specialist and technical lead for business intelligence, financial analytics, reporting, data visualization, and automation.

Minimum Qualifications
Six years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement; OR

Six years of experience in any field plus three years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement; OR

A bachelor's degree plus three years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement; OR

An advanced degree plus two years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
  • Develops, maintains, and enhances financial dashboards, reports, scorecards, and data visualizations using Power BI and other approved analytical tools.
  • Conducts budget-to-actual, expenditure trend, revenue, staffing, and variance analyses.
  • Provides technical analysis and reporting to support departmental budget development, budget execution, fiscal oversight, and resource-allocation decisions.
  • Develops and applies data validation, reconciliation, and quality-control procedures.
  • Evaluates emerging analytical tools and technologies and recommends appropriate applications within established departmental standards.
  • Performs other related duties and special assignments as required in support of Budget Office operations and departmental priorities.
Position-Specific Details:Appointment Type: Probational, Promotional, or Job Appointment. This position may be filled as a probational appointment or a job appointment that may last up to 48 months. Job appointments may convert to probational appointments. Also, it may be filled as a detail and promoted within 12 months or by promotion of a permanent classified employee.
Work Schedule: Typically, work hours are 8:00 am to 4:30 pm, Monday - Friday.
Flexible work schedules are available after meeting certain criteria and is dependent upon the position you are applying for. Some positions require working shifts.
Louisiana HB 420 requires all prospective DCFS employees to complete and clear multiple background clearances prior to employment with this agency.
