Job DescriptionThe
Business Analyst II will support the Texas Department of Transportation on the AASHTOWare Project (AWP) documentation initiative. This role reviews, analyzes, and evaluates business systems and user needs to ensure alignment with overall business strategies. The position applies business process engineering principles to identify new applications of technology that improve business effectiveness. The Business Analyst II utilizes industry-standard business process mapping and reengineering techniques. This role prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, and buy/build assessments. The Business Analyst II also writes detailed descriptions of user needs, program functions, and the steps required to develop or modify computer programs.
Responsibilities:
- Review, analyze, and evaluate business systems and user needs.
- Formulate systems that align with overall business strategies.
- Apply business process engineering methods to identify new technology applications for business problems.
- Utilize industry-standard business process mapping and reengineering techniques.
- Prepare solution options, risk identification, and financial analyses, including cost/benefit, ROI, and buy/build assessments.
- Write detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs.
- Document business requirements for AASHTOWare Project Documentation across all AWP projects and enhancements.
- Detail requirements for development user stories and collaborate with developers to resolve questions.
- Work with the business to distinguish process needs from functional needs.
- Coordinate with the business and Scrum Master to determine priorities and assist with backlog grooming.
RequirementsMinimum Qualifications: Candidates must meet all minimum qualifications.
- 4 years of experience with AASHTOWare Project Documentation for all AWP projects and enhancements, including documenting business requirements.
- 4 years of experience detailing requirements for development user stories and working with developers to answer questions.
- 4 years of experience working with the business to understand needs and determine process versus functional needs.
- 4 years of experience working with business and Scrum Master to determine priority and help groom backlog.
- 4 years of experience identifying gaps or requests that conflict with system functionality.
- 4 years of experience changing between large tasks and small tasks quickly.
- 4 years of experience hitting milestones set for discovery.
- 4 years of experience assisting with project and program planning based on understanding of system and level of effort.
Preferred Qualifications:
- 1 year of strong documentation skills.
- 1 year of experience with Jira/Confluence and/or Visual Studio ADO.
- 1 year of strong Excel skills.
- 1 year of experience meeting with stakeholders and leading conversations.
- 1 year of experience understanding when an item may need escalation.
- 1 year of knowledge of TxDOT AWP specs and requirements.
Additional Requirements:
Local candidates only; Must live within 50 miles of the Austin, Texas work location.Work Location and Schedule:
Location: 6230 E. Stassney Lane, Austin, TX 78744.
Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding State holidays.
Work Arrangement:
Hybrid - On Site and Telework.
