Engineering Technical & Regulatory Manager

The Engineering Technical and Regulatory Manager is responsible and accountable for the engineering, technical, and regulatory operations of all American Cruise Lines vessels. The Engineering Technical and Regulatory Manager serves as the company's liaison with regulatory agencies to coordinate the maintenance, repair, engineering documentation, and regulatory compliance of all American Cruise Lines' certificated vessels. The Manager provides technical leadership for regulatory compliance, vessel engineering projects, and technical documentation, including drafting correspondence to the U.S. Coast Guard (USCG). The Manager coordinates responses to regulatory matters such as marine casualties, deficiencies, alterations, special transits, and overhauls. The Manager works closely with Marine Operations, Engineering, Port Engineers, Naval Architects, and regulatory agencies to ensure the fleet remains compliant and operational. The Manager reports to the Director of Engineering.

Responsibilities:

  • Accomplishes tasks assigned by the Director of Engineering.
  • Coordinates tasking with other Directors and members of the Engineering Department.
  • Provides engineering and regulatory support to Port Engineers, Naval Architects, and vessel management.
  • Identifies and assists in resolving technical vessel issues to support safe and compliant vessel operations.
  • Develops, maintains, and implements engineering standards, procedures, and technical documentation. Coordinates engineering support for vessel modifications, refits, dry dockings, and other technical projects.
  • Provides technical information and guidance to shipboard engineers and crew.
  • Creates and maintains technical procedures, engineering standards, and training materials.
  • Interfaces with Marine Operations, Hotel Operations, and other departments on engineering and regulatory matters.
  • Manages relationships with the USCG and other regulatory agencies.
  • Coordinates engineering department preparation for USCG inspections and regulatory audits.
  • Tracks, documents, and assists in resolving all USCG-issued Form 835 deficiencies.
  • Drafts, reviews, and maintains technical correspondence, engineering reports, regulatory submissions, and responses to the U.S. Coast Guard (USCG).
  • Prepares technical justifications, design narratives, equivalency requests, and supporting documentation for regulatory review and approval.
  • Coordinates engineering documentation required for plan reviews, vessel modifications, inspections, and regulatory approvals.
  • Maintains engineering records, regulatory files, vessel documentation, and technical reference materials.
  • Monitors changes to applicable regulations and communicates compliance requirements to engineering and operational teams.
  • Assists the Director of Engineering with special engineering projects and regulatory initiatives as assigned.


Qualifications:
  • Bachelor's degree in Naval Architecture, Marine Engineering, Mechanical Engineering, or a related engineering discipline preferred.
  • Minimum 7-10 years of experience in marine engineering, shipbuilding, vessel design, or maritime regulatory compliance.
  • Working knowledge of U.S. Coast Guard (USCG) regulations and applicable maritime standards.
  • Strong technical writing, organizational, and communication skills.
  • Proficiency in Microsoft Office.
