Description
The Administrative Office of the Courts (AOC) is seeking a highly motivated and qualified individual to take on the dynamic role as our next Business Analyst - Data Integrity Program. This position supports the Administrative Office of the Court's Data Integrity program and is responsible for triaging, analyzing, documenting, and recommending solutions to resolve data quality issues. This position will work closely with other court technology business teams to produce high data quality results for court data.

WASHINGTON STATE RESIDENCY AND TELEWORK INFORMATION
AOC requires employees to reside in Washington State. Any exceptions must be approved. If you are invited to interview and currently reside outside of Washington State, seek more information about residency requirements from the AOC hiring manager for this recruitment.
This position requires you to be in the office at least two (2) days per week.

Duties
Some of the duties you will perform are:
  • Analyze data for data quality and data reporting purposes.
  • Create and produce reports to highlight data patterns and trends.
  • Ability to analyze databases, query data bases, and
  • Engage with stakeholders to obtain a full understanding of scope, business needs, processes, and expectations in order to achieve data quality standards.
  • Research and perform in-depth analysis for highly complex applications and systems.
  • Develop and maintain business requirements documentation.
  • Translate business requirements into user stories, use cases, and acceptance criteria.
  • Serve as a liaison between stakeholders and technical personnel to ensure that business data quality needs are clearly defined, understood, and translated into technical solutions.
  • Develop and maintain requirements traceability matrices for requirement management and re-use.
  • Review test results to confirm that test acceptance criteria have been met.

  • Recommends enhancements to court business processes.

  • Provide consultation to project stakeholders.

  • Carries out analysis, review, and interpretation of existing case management system data integrity, makes recommendations for enhancements of existing business processes to improve data quality.

  • Ability to prioritize and effectively manage time to meet productivity standards, deadlines, and work schedules; accepts personal responsibility for the quality and timeliness of work.

Qualifications
  • Eight (8) years of information technology experience, which includes three (3) years of direct experience as a business analyst and/or court user subject matter expert performing business analysis functions such as conducting requirements gathering activities with stakeholders, analyzing and evaluating business functions/processes for deficiencies and enhancements, and recommending solutions to address business needs.

OR
  • Master's degree in computer science, information systems or related technical/business discipline with one (1) year of direct experience as a business analyst and/or court user subject matter expert performing business analysis functions such as conducting requirements gathering activities with stakeholders, analyzing and evaluating business functions/processes for deficiencies and enhancements, and recommending solutions to address business needs.

OR
  • Bachelor's degree in computer science, information systems or related technical/business discipline AND four (4) years of information technology experience including direct experience as a business analyst and/or court user subject matter expert performing business analysis functions such as conducting requirements gathering activities with stakeholders, analyzing and evaluating business functions/processes for deficiencies and enhancements, and recommending solutions to address business needs.

OR
  • Associate degree in computer science, information systems or related technical/business discipline AND six (6) years of information technology experience including direct experience as a business analyst and/or court user subject matter expert performing business analysis functions such as conducting requirements gathering activities with stakeholders, analyzing and evaluating business functions/processes for deficiencies and enhancements, and recommending solutions to address business needs.

*Relative IT Experience includes systems and software requirements development and management, software or systems development following the software development lifecycle and project management practices.
THE IDEAL APPLICANT WILL ALSO HAVE SOME OR ALL OF THE FOLLOWING EXPERIENCE, EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES
  • Understanding of the Washington State judicial system, including the jurisdictional limits and responsibilities of each level of court, and the roles and responsibilities of judicial staff and related justice partners.
  • Experience with Washington's Courts of Limited Jurisdiction and/or Superior Courts.
  • Experience with operating Washington Court's case management systems (JIS/DISCIS, SCOMIS, Odyssey) a plus.
  • Proficient in writing queries and querying data.
  • Proficient in preparing accurate written documentation related to business processes and court business operations, issue resolution, and other written communication,
  • The ability to articulately deliver information and solutions related to business processes and court business operations in person, phone, or online meeting.
  • Demonstrated ability in and aptitude for planning, requirements elicitation and managing requirements for complex solutions.
  • Ability to plan and organize assignments to create timely, accurate work products.
  • Ability to work efficiently, remain focused, and handle interruptions effectively.
  • Expertise in, and aptitude for, presentation, interpersonal, written and oral communication when communication with business and technical audiences.
  • Strong written and communication skills.
  • Proficient in utilizing Microsoft 365 products, including Teams, Outlook, Word, OneNote, PowerPoint, and others, with expertise appropriate to the responsibilities of the role.

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Staff are eligible to enroll each year in a medical flexible spending account which enables them to use tax-deferred dollars toward their health care expenses. Employees are also covered by basic life and long-term disability insurance, with the option to purchase additional coverage amounts.

Dependent care assistance allows the employee to save pre-tax dollars for a child or elder care expenses.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
