Full Job Description
Texas Health and Human Services Commission requires the services of 2 Business Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Business Analyst 3, Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission.

Working on a major system modernization project for building a new Medicaid application. The Worker will be a part of the team responsible for providing project and product oversight of the Medicaid IT-Contracted Systems efforts, integrated projects, and support of dependent efforts. The Worker will support and provide oversight of documentation and delivery of application functionality as part of the Medicaid IT-Contracted systems applications team. The Worker will assist in creating processes and documentation to ensure a consistent understanding and approach to align with the agency direction for an integrated solution.
Minimum Requirements

  • 8 years - Required: Coordinate with outside vendors to complete projects and service requests; define, assign, and evaluate their work.
  • 8 years - Required: Develop and/or review project artifacts such as test cases, requirements documentation, traceability, design specifications, and technical specifications.
  • 8 years - Required: Consult on system analysis, troubleshoot problems, and support solution implementations.
  • 8 years - Required: Manage project scope, acceptance, and deployment, and monitor system integration and user acceptance testing.
  • 8 years - Required: Identify potential project risks and difficulties and design strategies to mitigate or avoid them.
  • 8 years - Required: Analyze HHS policies, procedures, and standards to determine their effect on automated systems and system functional areas.
Preferred Qualifications
  • 3 years - Preferred: Experience using TFS/ADO to create, manage, and maintain requirements throughout the development lifecycle.
  • 3 years - Preferred: Experience working in an Agile environment, preferably SAFe.
  • 3 years - Preferred: Experience using Microsoft products such as MS Office, SharePoint, and Copilot.
  • 3 years - Preferred: Demonstrated understanding of enterprise system components, including user interfaces, data layers, infrastructure, and integrations; knowledge of business rules engines and workflow orchestration; familiarity with cloud-based solutions preferred.
  • 3 years - Preferred: Experience and knowledge of Texas HHSC processes, as well as Texas Medicaid and CHIP systems.
  • 3 years - Preferred: Experience updating portfolio project management tools and managing state-level Major Information Resource Project information.
