Full Job Description
Supports the Department of Energy (DOE) Office of Critical Minerals and Energy Innovation (CMEI) in program logistics and project management for the Emerging Technologies (ET) office. Support involves day to day interactions with internal parties such as legal, contracting, NEPA, and communications; as well as external communication with project recipients in academia, private industry, and National Laboratories. Position will provide crosscutting support to technical program offices including: - Assistance in project management, performance monitoring, documentation, and progress assessment for DOE funded projects. - Technical reviews of engineering research portfolios including evaluation of Windows and building envelope research, data analysis, and development of briefing materials and presentations. - Assist in development of competitive solicitations, lab calls, and merit reviews/reviewers (Includes FOAs/NOFOs, SBIR, STTR, TCF). - Requires a strong attention to detail and the ability to manage multiple projects and tasks to meet congressionally mandated deadlines. - May also assist in data development, analysis, and presentation for ad hoc and ongoing requests. Data analysis and report development skills using Excel, MS Access, VBA, and/or Python is a plus. Responsibilities: - Assist with project management of national laboratory & competitive funded Building Envelope and Windows R&D: - Critical reviews and evaluations of project deliverables and R&D plans and priorities. - Management of scope, time, and budgets. - Supporting project communications plans/outreach and engagement and coordination with BTO to increase impact. - Advising on science and technology best practices. - Support interagency working groups with information requests, scheduling, development plans, presentations, and reporting. - Assist BTO development of strategic plans for Built Environment Policy R&D: - Horizon scanning for new technologies and applications. - Literature reviews and documentation. - Development of out-year research plans/themes. - Outreach and engagement with industry, NGOs, resource and regulatory agencies, academia, tribes, states, and other stakeholders. - Conference participation and preparation support. - Prepare documents for briefings, sometimes at a quick turnaround time. - Support budget requests and planning. - Support BTO program technical staff with administrative processes. Requirements: - Master's degree in STEM, Environmental Science, Energy Policy, or a related discipline. - Self-starter, an ability to work both independently and as part of a highly dynamic collaborative team - Experience in active tracking and monitoring government funded research and development projects - Professional attitude & strong attention to detail - Ability to balance multiple long and short-term projects and competing priorities - Highly proficient in Microsoft Office, including Word, Excel, PowerPoint, Access, Microsoft Project - Strong oral and written communication skills in technical reports and presentations - Must be a U.S. citizen. - Successful drug screening. - Must be eligible to obtain and maintain a security or clearance badge. Preferred Qualifications: - Ph.D. with research experience. - 5+ years' experience in scientific research environments. - Experience working with a range of stakeholders, including governments, industry associations, and technical research staff. - Experience in analysis and other activities that inform federal strategy related to Building Technologies. Location/Work Arrangement: - This position can be a Hybrid Work Arrangement or Remote. - Washington, DC preferred. - Schedule is full-time, Monday - Friday 40-hour week.
