Budget Officer (Budget Management Analyst 5G)grade
G29 position, in the
Budget Unit.
About the PositionThis is management-level position within the Office of the State's Attorney of Prince George's County. The incumbent oversees professional and administrative work performed in conjunction with the administration of a major budget development or management analysis program. The incumbents provide key management-level, administrative, and technical support and function as a section chief in functional areas characteristic of the department. Significant aspects of the work include interpreting and explaining the more complex details of budget/management analyses, policies, procedures, laws, and regulations to County personnel in resolving the most complex programmatic problems or issues. Regular contact and communications with other employees, Office of Management and Budget, the Office of the County Executive staff, and Count Council staff are essential. The purpose of these contacts is to advise, persuade, often negotiate, and otherwise present analyses and recommendations about issues which have significant impact on operating and capital budget formulation and decision making, and other issues which have either political, legal, fiscal, social, environmental, tax rate and/or service delivery implications. The incumbent also represents the State's Attorney at public meetings, council sessions and legislative hearings.
Examples of Work- Directs and oversees the development, implementation, and administration of the Office's annual operating and capital budgets.
- Provides strategic leadership and oversight of budget planning, fiscal management, and financial analysis to support agency goals and priorities.
- Reviews, analyzes, and evaluates departmental budget requests and develops recommendations for executive leadership.
- Monitors agency expenditures, revenues, grants, and financial performance to ensure compliance with approved budgets and County fiscal policies.
- Develops long-range financial forecasts and budget projections to support organizational planning and resource allocation.
- Advises executive leadership on budgetary, financial, and management issues that affect agency operations and strategic initiatives.
- Interprets and applies County policies, budget regulations, financial procedures, and applicable laws to resolve complex fiscal and operational issues.
- Prepares and presents budget recommendations, financial reports, fiscal impact analyses, and supporting documentation to executive leadership, County officials, and legislative bodies.
- Represents the Office of the State's Attorney during budget hearings, County Council sessions, legislative hearings, and other public meetings.
- Oversees the preparation and submission of budget amendments, supplemental appropriations, grant budgets, and other fiscal requests.
- Supervises professional, technical, and administrative staff engaged in budget preparation, financial analysis, procurement, grants management, and related administrative functions.
- Establishes internal fiscal controls and ensures compliance with County, State, and federal financial requirements.
- Coordinates financial planning related to grants, special funding initiatives, and capital improvement projects.
QualificationsMinimum Qualifications Candidates must meet all minimum qualifications listed below to be eligible for additional consideration:
- Master's degree from an accredited college or university in Accounting, Business/Public Management, Finance, Economics, Quantitative Analyses, or closely related field.
- Four (4) year of progressively responsible administrative and budgeting experience; including at least two (2) year in the lead/supervisory role.
An equivalent combination of education, experience and training which provides the required knowledge, skills and abilities
may be considered.
Please note there is
no equivalency for the required supervisory experience.
Preferred QualificationsHighly preferred candidates must meet the criteria below to be considered for additional consideration:
- Five (5) years of progressively responsible experience in budget administration, financial analysis, accounting, grants management, or governmental finance.
- Experience preparing, monitoring, and analyzing operating budgets.
- Experience preparing financial reports and budget forecasts.
- Experience interpreting and applying fiscal policies, procedures, and regulations.
