Job Overview

Chugach Dynamic Solutions, LLC is seeking a highly qualified Budget Analyst to support the USAID Office of Resource Management. The Office of Resource Management provides strategic oversight in operations, budget planning, and administration. A seasoned level Budget Analyst plays a critical role in managing USAID's Operating Expense (OE), Capital Investment Fund (CIF), and Central Cost Center budgets. This position is hybrid with three days per week on site in Washington, DC.

Salary: $140,000.00- $155,000.00

Responsibilities

Essential Job Duties:
  • The Senior Budget Analysts (OE) serves as the principal analysts for multi-account budget analysis, execution, policy interpretation, and recommendations for USAID operational funding accounts. Provides authoritative recommendations on resource allocations, interpret legislative and policy guidance, ensure compliance with appropriations law, and develop integrated budget strategies that support Agency objectives.
  • Support the central budget execution of Agency OE, CIF, Program, and Central Cost Center budgets.
  • Interpret appropriations, directives, and earmarks; prepare budget justifications and policy statements.
  • Support budget formulation activities.
  • Draft budget guidance, analytical memoranda, policy guidance, and leadership briefings.
  • Coordinate with the State Department and other stakeholders on budgetary shifts.
  • Provides high-level analytical reporting to ensure effective use of core operational resources.
  • Other duties as assigned.

Job Requirements

Mandatory:
  • Must be a US Citizen and eligible to receive a Facility Access/ Public Trust clearance.
  • Bachelor's degree in public administration, finance, economics, or related field.
  • Minimum 5 years of experience in indirect cost rate negotiations, contract/grant financial management, or audit resolution.
  • Minimum 5-7 years' senior-level agency-wide budget analysis experience in the federal government (State/OMB, or other agency managing foreign assistance preferred).
  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint) and financial management systems.
  • Familiarity with federal budget systems (FACTSINFO, Phoenix, GLAAS, or similar) and expert proficiency in Microsoft Office, Google Workspace, and research tools.
  • Strong analytical, negotiation, and communication skills.
  • Proven ability to advise senior leadership on strategic budget and resource allocation.
  • The Contractor must preclude anyone with previous USAID experience from recruitment.
  • Must be able to successfully pass a pre-employment background check and pre-hire drug test.

Preferred:
  • Advanced degree in Accounting, Finance, Public Administration, or related field.
  • Professional certification such as CPA, CGFM, CIA, or CFE.
  • Experience with DCAA, OIG, or similar audit entities.

Working Conditions:

Full-time, 40 hours per week. Work involves collaboration with multiple federal agencies, USAID staff, and implementing partners under recurring deadlines. This is a hybrid position in Washington, DC which requires 3 days per week on site. May require work outside normal business hours on occasion.

Physical Requirements:

Primarily sedentary, requiring extended periods of desk and computer work. Must be able to review detailed financial and audit documentation.
