Job Summary: The Program Manager (PM) will serve as the single point of accountability for all contractor performance. Oversees a geographically dispersed workforce delivering cradle-to-grave contracting support, financial/procurement system support, data analysis, and administrative services. Ensures high-quality, compliant, and timely execution across all functional areas, while maintaining alignment with FAR, DHS, and USCG acquisition policies and systems.
Responsibilities:- Lead execution of all BPA call order requirements across multiple USCG locations.
- Serve as the primary liaison to Contracting Officer (KO), COR, and senior USCG leadership.
- Provide strategic direction, staffing management, and performance oversight for contractor personnel.
- Ensure continuity of operations, including designation of an authorized alternate PM.
- Pre-award: Market research, acquisition strategy, FAR documentation, solicitations.
- Award phase: Proposal support, pricing analysis, documentation control.
- Post-award: Contract administration, invoice reconciliation, modifications, compliance tracking.
- Closeout: File audits, financial reconciliation, reporting, and regulatory compliance (FAR 4.308).
Provide management oversight for support to procurement and financial systems including: - FPDS-NG, FSMS, IPP, ECFS, FMPDR, SAM.gov, CPARS
- Data validation, reporting, analytics, and dashboard creation.
- Data migration, system testing, and training support.
- Ensure data integrity, compliance, and audit readiness.
Education/Certifications:
- A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
- Must be FAC-C or DAWIA eligible or must possess an equivalent professional Contracting certification such as a CFCM or CPCM.
