DEFINITIONThe Strategic Policy Analyst is selected by and responsible to the Director of Operations and performs highly advanced (seniorlevel) professional organizational analysis, policy analysis, strategic planning support, project management, and operational improvement work in support of agency operations. Work involves conducting organizational, operational, legislative, and policy studies; assisting with agency strategic planning initiatives; evaluating legislation, policies, and business processes; preparing executive reports, briefing materials, and recommendations; assisting with budget development, fiscal analyses, legislative planning, and performance reporting; coordinating strategic projects; and supporting enterprise technology initiatives from the business perspective. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.

Experience and TrainingAt least eight (8) years' experience in public administration, policy analysis, organizational development, business administration, government operations, project management, budgeting, legislative analysis, or management consulting.
At least five (5) years of progressively responsible experience supporting or assisting in the development of a Legislative Appropriations Request (LAR), Strategic Plan, performance measures, and other statewide planning and budgeting documents is required.
Experience interpreting Texas legislative processes, appropriations, and state agency strategic planning requirements is highly preferred.
Experience supporting executive leadership and coordinating complex agency initiatives is preferred.
EducationGraduation from an accredited fouryear college or university with major coursework in Public Administration, Business Administration, Public Policy, Government, Organizational Leadership, Finance, Economics, or a related field. Experience and education may be substituted for one another.
Knowledge, Skills and AbilitiesKnowledge of organizational development, public administration, policy analysis, strategic planning, state government administration, legislative processes, budgeting, performance measurement, project management, business process improvement, change management, records management, and enterprise technology governance.
Skill in coordinating activities; researching and analyzing complex information; preparing executive reports, briefing materials, and recommendations; facilitating meetings; and using Microsoft 365, CAPPS, ABEST, USAS, and other applicable software.
Ability to analyze organizational issues; interpret legislation, policies, and procedures; conduct studies; develop recommendations; assist with implementation of strategic initiatives; manage multiple assignments; and communicate effectively with executive leadership, staff, and external stakeholders.
RESPONSIBILITIES1. Directly responsible to the Director of Operations and accomplishes the functions outlined below in accordance with established rules, policies, and directives.
2. Collaborates with executive leadership, management, and agency personnel as necessary for coordination of agency activities.
3. Serves as a strategic resource to the Director of Operations by providing organizational analysis, policy support, project management, and operational recommendations.
FUNCTIONS1. Plans, coordinates, researches, collects, and analyzes information related to organizational effectiveness, policy development, strategic initiatives, operational performance, workload, and business practices.
2. Conducts statistical, documentary, operational, legislative, and policy research and prepares reports, recommendations, issue papers, executive summaries, and briefing materials.
3. Evaluates proposed legislation, administrative rules, and policy changes to identify operational, fiscal, and administrative impacts.
4. Assists with the development, review, revision, and implementation of agency policies, procedures, and guidance documents.
5. Researches historical, current, and projected operational, legislative, and policy information to identify trends, risks, opportunities, and areas for organizational improvement.
6. Conducts organizational studies evaluating programs, workflows, staffing models, operational practices, and internal controls.
7. Develops recommendations to improve organizational efficiency, effectiveness, accountability, and service delivery.
8. Assists the Director of Operations with the development, implementation, and monitoring of strategic initiatives and operational priorities.
9. Assists in preparing, coordinating, monitoring, and maintaining the Strategic Plan, Legislative Appropriations Request, fiscal notes, Annual Report, Sunset Review documentation, performance measures, and other executive planning documents.
10. Assists in planning, coordinating, monitoring, and documenting agencywide strategic initiatives and special projects.
11. Develops project schedules, implementation plans, status reports, risk assessments, and supporting documentation for assigned projects.
12. Facilitates meetings, workgroups, and stakeholder discussions related to assigned initiatives and projects.
13. Serves as the Operations Division business liaison for enterprise technology initiatives by assisting with business requirements, workflow analysis, process documentation, testing coordination, implementation planning, stakeholder communication, and organizational change management.
14. Collaborates with Information Technology staff, vendors, and agency stakeholders to improve operational processes and support successful technology implementations.
15. Assists in the development of budget analyses, expenditure reviews, fiscal notes, and supporting documentation for executive planning and legislative requests.
16. Assists in monitoring agency performance measures and prepares reports supporting executive decisionmaking.
17. Provides historical context, institutional knowledge, and organizational perspective to support executive planning, policy development, operational continuity, and longterm agency initiatives.
18. Prepares comprehensive technical reports and recommendations to support executive decisionmaking.
19. Represents the Operations Division on committees, workgroups, and special assignments as designated.
20. Keeps the Director of Operations appropriately informed of ongoing activities and critical matters affecting the operation and wellbeing of the agency.
21. Demonstrates teamwork, professionalism, and commitment to continuous improvement.
22. Performs related work as assigned.
23. Contributes to agency goals and objectives.
24. Adheres to agency ethics, information security, and human resources policies.
CONDITIONS OF EMPLOYMENT1. Refer to agency personnel policies for additional conditions of employment.

3. Must be willing to travel within the State of Texas as necessary.
4. Must successfully complete required agency training.
