Job title

Bid Manager

The Bid Manager collaborates within the Price Studies Department, overseeing one or more tender responses. As the project leader, they ensure the smooth execution of the project while adhering to the company's ethical code and QSE policy. Acting as a true conductor, the Bid Manager manages the team, plans, controls, adjusts the organization as needed, and deploys all necessary resources to achieve the project's objectives.

The successful candidate will report directly to the Country Managing Director. They will be responsible for, but are not limited to, the following activities:

1. Project Management:

- Identify necessary resources and assist in mobilizing them if required.

- Lead and plan the entire project, including design if applicable, and oversee production.

- Assign tasks based on team members' skills and expertise.

- Organize and supervise all project team tasks.

- Coordinate external study tasks and ensure that service providers understand and consider the specifications.

- Coordinate with partners and all stakeholders involved in the project.

- Plan, prepare, and lead project meetings (kick-off, technical, interfaces, closing, etc.). Prepare meeting minutes, monitor action plans, and ensure adherence to deadlines.

2. Analysis and Highlighting of Strategic Points:

- Ensure compliance with the Go/No-Go procedure, if applicable, allowing the management to decide on the opportunity to pursue a candidacy or study.

- Provide an initial estimate (flash) if necessary.

- Conduct or oversee the risk and opportunity analysis before finalizing decisions with the management.

- Prepare necessary materials for decisions with the management.

- Contribute to the development of the bidding strategy.

3. Contractual Engineering:

- Conduct or oversee a contractual analysis.

- Verify or have specific insurance needs checked for each project.

- Prepare and negotiate contracts and protocols with partners.

4. Tender Follow-up:

- Organize and participate in negotiation phases if applicable, including hearings
In case of success:

- Participate in contract finalization.

- Coordinate handover to the construction team and ensure their understanding of the study.

The ideal profile

For this position, the ideal candidate should have the following skills, experience and knowledge:

Essential:

- BSc in Engineering or Architecture

- 7+ years of relevant experience

- 2+ years of leadership experience

- 5+ years of experience in major Canadian proposal submissions

- Well versed in the MS Office suite

- Mastery of one or more planning software(s)

- Proficiency in one or more tender study software(s)

- Knowledge of one or more trades within the group

Desirable:

- Work experience in the construction/railway industry

- Experience in P3 major proposals

- Experience on site in a major project

- PMP certification is considered an asset

- Methodical and organized

- Ability to work in a team

- Bilingual English & French is considered an asset
