This is a highly responsible position in the Justice and Public Safety Cabinet. Prefer the following credential: Certified Psychologist (CP), Licensed Psychologist (LP), LicensedPsychological Practitioner (LPP), Licensed Psychological Associate (LPA), Licensed Professional ClinicalCounselor (LPCC), Licensed Professional Counselor Associate (LPCA) Licensed Marriage and Family Therapist(LMFT), Marriage and Family Therapist Associate (MFTA), License Clinical Social Worker (LCSW) and/or CertifiedSocial Worker (CSW). Also prefer candidates to have three (3) years of inpatient or out patient clinicalexperience.

Responsibilities include, but are not limited to, the following:

• Administers the mental health program and associated activities for all youth within a Department ofJuvenile Justice (DJJ) Juvenile Detention Center or Youth Development Center facility with intellectualdisabilities and/or behavioral health conditions; and performs other duties as required.
• Provides direction, integration and coordination of the provision of behavioral health services,coordinating and supervising the treatment program in accordance with mental health protocols, SOP's, andpolicies.
• Coordinates all the therapeutic functions of the DJJ facility with the authorization of support plans,incident follow-up, provider certification and programmatic utilization revisions.
• Reviews, completes and approves all juvenile behavioral health screening and assessments. Administers andinterprets mental health screening tools, completes Violent Felony Offender assessments and provides individualcounseling and group counseling services to youth.
• Consults with public and private agencies or other community organizations for the purpose ofmaintaining community relations concerning a youth's intellectual disabilities or behavioral health problem.Evaluates the effectiveness of program services. Initiates and coordinates service approvals for admission,discharge, and court resources.
• Monitors and evaluates clinical, rehabilitative or community support services in the facility settings.Prepares routine, special and technical reports on activities of the program. Provides clinical andadministrative oversight of counseling staff. Provides training on behavioral health issues to include suicideprevention and intervention.
• This position requires the employee to work on-site at the assigned facility or program. Telecommutingis not permitted.
• This position is required to be on call to provide mental health assessments, restrictions, andapprovals that must be made by a Qualified Mental Health Professional (QMHP). If the employee is unavailable,the Regional Psychologist may provide coverage with prior approval.

Minimum Requirements

EDUCATION:Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS:Five years of professional experience in the administration or management of institutional activities, BHDID Central Office, community, or agency programs.

Substitute EDUCATION for EXPERIENCE:A master's degree in behavioral health, disability or a health related field (such as human services, psychology, nursing, health administration, substance abuse, special education, rehabilitation, social work, sociology) will substitute for two years of the required experience.

Substitute EXPERIENCE for EDUCATION:Additional professional experience in the management and/or administration of a clinical or administrative program, program analysis, financial analysis, or general administration of activities within a facility/institutional/community setting or central office will substitute for the required education on a year-for-year basis.

Working Conditions

Works primarily in an office setting within a behavioral health or intellectual disabilities program.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
