Description

The Department for Medicaid Services (DMS) provides health care access for eligible low-income residents ofKentucky including children, families, pregnant women, the aged and the disabled as well as a number ofprograms and services directed at specific eligibility and medical needs. DMS strives each day to meet themission of the Cabinet for Health and Family Services to be a diverse and inclusive organization providingprograms, services and supports that protect and promote the health and well-being of all Kentuckians andtheir communities.

The Division of Health Plan Oversight is responsible for administering and overseeing key healthcare programsthat serve Kentuckians. The Division's responsibilities include Medicaid eligibility, oversight of ManagedCare Organizations (MCOs) through contract monitoring and compliance, appeal reviews, and administration ofthe Kentucky Health Benefit Exchange.

The Assistant Director II provides strategic leadership and operational oversight for regulatory complianceand managed care initiatives. This position serves as a key member of the leadership team in the Division ofHealth Plan Oversight, directing cross-functional collaboration, ensuring compliance with federal and staterequirements, and advancing organizational objectives through effective policy development, stakeholderengagement, and program oversight.

Responsibilities and Duties
  • Work with the Managed Care Organizations (MCOs)
  • Research, analyze and implement federal health related legislation and regulations.
  • Write and review office policy guidance memos to staff or other business partners.
  • Review and certify Qualified health plans
  • Participate in the design of documents and comment as appropriate to clarify policy or functionality of the system.
  • Represent the office at various internal and external meetings by making presentations, conducting training sessions, etc.
  • Supervise and support the Appeals and Complaints Branch and Contract Monitoring Branch.
  • Provide assistance to other divisions with various related issues (complaints, appeals, outreach events, etc.).

Minimum Requirements

EDUCATION:Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS:Five years of administrative or management experience, two of which must include direct supervision of personnel.

Substitute EDUCATION for EXPERIENCE:A master's degree will substitute for one year of the required experience.

Substitute EXPERIENCE for EDUCATION:Additional administrative, management, or research experience will substitute for the required education on a year-for-year basis.

Working Conditions

Incumbents working in this job title primarily perform duties in an office setting. Minimal travel may be required.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
