Full Job Description
The Cloud Business Operations Program Manager leads financial management, customer engagement, delivery coordination, and governance for a large-scale Microsoft Azure enterprise cloud environment. The role serves as the operational interface across mission owners, engineering teams, contracting and financial stakeholders, and senior leadership. Candidates must be fluent in cloud and DevSecOps environments while skilled in budgeting, stakeholder management, and enterprise program operations.

Responsibilities

  • Manage Azure consumption, budgets, forecasts, cost trends, and transparency.
  • Identify cost optimization opportunities (reservations, savings plans, utilization reviews).
  • Develop cost models and funding strategies for enterprise cloud services.
  • Translate technical consumption into financial impacts for leadership.
  • Manage relationships with application and mission owners consuming cloud services.
  • Support onboarding, service adoption, cost awareness, and requirements gathering.
  • Track customer funding, consumption, priorities, and technical initiatives.
  • Support Agile planning, prioritization, backlog alignment, and delivery tracking.
  • Coordinate cross-team dependencies, releases, and milestones.
  • Support procurement for cloud services, licensing, and professional support.
  • Evaluate licensing models, marketplace offerings, and vendor proposals.
  • Maintain governance processes for cloud operations.
  • Create repeatable workflows for onboarding, service requests, and reporting.

Qualifications

  • Bachelor's degree in Business, IT, Engineering, Program Management or related field and 5 or more years supporting IT, cloud, cybersecurity, DevSecOps, or enterprise technology programs. In lieu of a degree, must possess 10 years of related experience.
  • Experience managing complex programs with multiple technical teams and stakeholders.
  • Experience with Microsoft Azure or similar cloud environments.
  • Strong financial management skills (budgeting, forecasting, cost analysis).
  • Ability to coordinate technical and non-technical requirements.
  • Excellent written and verbal communication skills.
  • Experience in Agile or DevSecOps environments.

Desired Qualifications:
  • Experience supporting DoD or federal cloud programs.
  • Familiarity with Azure Cost Management, FinOps practices, reservations, and savings plans.
  • Understanding of enterprise cloud architecture.
  • Experience with Azure DevOps or comparable tools.
  • Experience with federal contracting, software licensing, and vendor management.
  • Certifications such as PMP, SAFe POPM, FinOps, or Azure.
