Job Description Summary The AVP is a senior leader on Enterprise’s best in class policy team. This role sits on our government relations and advocacy team and focuses on supply-side housing policy. The AVP will be responsible for setting GR strategy around treasury, tax, energy, disaster resilience, housing finance, and additional housing and community development policies, and then driving outcomes and managing execution for multiple direct reports.

Responsibilities:

  • Lead the development and execution of Enterprise’s federalsupply-sidepolicy and advocacy agenda, spearheading a portfolio that includes but is not limited to: 

  • Tax policy, specifically LIHTC, New Market Tax Credits, and Opportunity Zones

  • Additional Treasury Department programs such as the CDFI Fund and Capital Magnet Fund

  • Housing Finance Reform and advocacy around the Community Reinvestment Act, GSEs, and HFHA

  • The cost of Insurance and Housing Development

  • Energy and Disaster Recovery

  • Implementation of Housing and Community Development Authorizing Legislation

  • Coordinatesupply-sidepolicy work across the organization, collaborating closely withcapital, development,market and program staff, and the state & local policy team to identify high impact policy engagement. 

  • Lobby on statutory and regulatory policy priorities, with Legislative and Executive federal government branches and, as needed, Judicial.  

  • Serve as apointperson on the intersection between housing supply policy and the other Enterprise divisions,identifyingcollaborative opportunities around execution and communications and with philanthropy. 

  • Serve asa subject matterexpert on the federal policylandscape;inform federal, state, and local policy efforts andpartner andserve as a resource to other Enterprise divisions such as capital and solutions, and external partners. 

  • Build, lead,and participatein coalitions by working closely with otheradvocates and community-based partners on priority policy efforts.  

  • Work with Enterprise’sExternal Affairsteam to develop internal and external communications and research content,utilizingsocial media, press releases, op-edsand other earned media to advance advocacy efforts. This role requires significantcommunicationsexpertise. 

  • Perform senior-level operations and administrative tasks as needed, for example around procurement and management of consultants, onboarding new systems, and partnering with internal leadership on HR, IT, Finance, and grants. 

Qualifications:  

  • Deep understanding and expertise on a range of housing and community development policies, in particular the Low-Income Housing Tax Credit (LIHTC), the CDFI Fund and Capital Magnet Fund, Housing Finance, CRA, and energy and resilience policy.   

  • Exceptional leadership, strategy, and management skills, previous experience managing staff required.  

  • Federal government relations and policy development experience required; experience working in Congress or the Executive branch preferred.  

  • Longstanding relationships with policy makers in the legislative and executive branch. 

  • Experience working with housing and community development stakeholders required, specifically with Treasury, LIHTC and the Action Campaign and in the tax policy space, housing finance, energy and disaster resilience, or other relevant sectors. 

  • Ten (10) years relevant experience; graduate degree may be substituted for up to two (2) years of experience. 

  • Excellent communications skills, including the ability to effectively communicate complex policy issues to a broad audience. Public speaking, media relations and public relations experience.  

  • Demonstrated professionalism, diplomacy, composure, flexibility and ability to adapt to change and overcome obstacles. 

  • Strong initiative and autonomy. 

  • Strong organizational skills and ability to coordinate complex activities, prioritize conflicting demands and meet deadlines. 

  • Ability to work independently, solve problems and take responsibility for moving tasks forward with minimal supervision. 

  • Occasional travel and evening/nontraditional hours required. 

  • Positive contribution to work culture and effective, collaborative team member. 

 

Salary Transparency 

You will be joining a team of talented professionals motivated by serving the community and addressing the need for affordable housing. 
 

Enterprise offers a comprehensive total rewards package for you and your family. The pay range for this position is $170,000-$190,000. The salary range represents the low and high end of what may be paid for this position. It is not typical for an individual to be hired at or near the top of the pay range, and compensation decisions may be influenced by a variety of factors, including skills, qualifications, experience, and location.
