Job Description:

The AVP, FCRM, Sanctions and Anti-Bribery and Corruption, Canada has leadership for the Bank's Sanctions and Anti-Bribery and Corruption (ABAC) function in the second line in Canada. Works in close partnership with other Financial Crime Risk Management teams and lines of business/corporate functions on compliance with sanctions and ABAC regulatory requirements and managing related risks. Responsibilities also include monitoring global regulatory and industry developments in Canada and all other jurisdictions where TD operates and contributing to the global strategic development of sanctions and ABAC policies, training, testing, risk and controls assessment, and management and Board reporting.

Accountabilities:
  • Under the umbrella of the Financial Crime Risk Management program as a second line of defense, responsible for the design, content and management of the Canadian Sanctions and Anti-Bribery/Corruption (ABAC) Program.
  • Providing thought leadership and subject matter expertise to support the development and maintenance of the Sanctions and ABAC policies and standards.
  • Opine on Sanctions and ABAC policy and regulation matters and communicate material changes to stakeholders.
  • Center of expertise and escalation point for Sanctions and ABAC matters.
  • Trusted adviser to FCRM business partners on Sanctions and ABAC matters impacting the Business Lines/operational units.
  • Oversee assessment and risk mitigation of potential violations of Sanctions and ABAC matters.
  • Ensure adequate controls exist across enterprise to screen customers, third parties and transactions against relevant watch lists.
  • Oversee the development of content for specialized Sanctions and ABAC training; and deliver specialized training.
  • Provide SME on annual enterprise sanctions and ABAC risk assessments (RA) and development and maintenance of the Sanctions and ABAC RA methodologies, and support execution of same, including review of risk ratings, action plans and management information reports.
  • Oversee applicable regulatory reporting and internal management information reporting
  • Escalation/reporting of Sanctions/ABAC risk matters to CAMLO, Global Sanctions / ABAC Head, and/or applicable risk governance committees and forums


Skills, Education & Experience:
  • Undergraduate degree required
  • Minimum 10 years of combined experience in Sanctions, ABAC, and Financial Crime Risk Management gained through private sector and/or government / regulatory agencies
  • Significant experience in Sanctions and ABAC compliance and risk management
  • Demonstrated successful interaction across multiple and diverse disciplines.
  • Thorough understanding of Sanctions and ABAC laws
  • Strong people leadership and stakeholder management abilities
  • Excellent communication skills at all levels of the organization, including executive management.
