Auditor-Appraiser Manager

$85,529.60 - $104,374.40 Annually
Kings County is seeking an experienced and forward-thinking professional to manage the Business and Personal Property division within the Assessor/Clerk/Recorder's Office. In this role, you will oversee staff and operations, ensure accurate and compliant property tax audits, appraisals, and assessments, and support key statistical and administrative functions essential to the County's assessment process.
This management position provides leadership within the assessor function, contributing to policy development, process improvements, and strategic decision-making that helps serve the public and support organizational goals.
MANAGEMENT LEVEL II BENEFITS

DUTY SAMPLE
Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.
  • Plans, manages, and oversees the daily functions, operations, and activities of the Business and Personal Property division as assigned, including but not limited to, auditing and appraisal to ensure the accuracy, equity and compliance of property assessments and related financial operations.
  • Participates in the development and implementation of goals, objectives, policies, and priorities for the assigned division; continuously monitors the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative, and support systems, and internal reporting relationships; identifies opportunities and makes recommendations for improvement.
  • Participates in the development, administration, and oversight of the division and department budget; determines funding needed for staffing, equipment, materials, and supplies; ensures compliance with budgeted funding.
  • Participates in the selection of, trains, motivates, and evaluates assigned personnel; works with employees to correct deficiencies; recommends and implements discipline and termination procedures.
  • Develops and manages requests for proposals for professional and/or contracted services; prepares scope of work and any technical specifications; evaluates proposals and recommends award; negotiates contracts; administers contracts to ensure compliance with County specifications and service quality.
  • Assists staff with property tax law interpretation and assessor operations.
  • Prepares and presents staff and agenda reports and other necessary correspondence related to assigned activities and services; presents reports to various commissions, committees, and boards.
  • Conducts a variety of organizational and operational studies and investigations; recommends modifications to assigned programs, policies, and procedures, as appropriate.
  • Serves as a liaison for assigned functions with other County departments, divisions, and outside agencies; provides staff support to commissions, committees, and task forces as necessary.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in auditor appraiser processes and procedures.
  • Monitors changes in regulations and technology that may affect operations; implements policy and procedural changes after approval.
  • Receives, investigates, and responds to difficult and sensitive problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action.
  • Directs the establishment and maintenance of working and official division files.
  • Ensures staff compliance with County and mandated safety rules, regulations, and protocols.
  • May act for the County Assessor/Clerk/Recorder in matters of Assessment Appeals Hearings.
  • Performs related duties as assigned.

EDUCATION AND EXPERIENCE

Education:
  • Graduation from a four-year accredited college or university with a degree in business administration, public administration, accounting, or closely related field. NOTE: A minimum of 18 semester units in accounting and/or auditing are required for this position regardless of the degree or major course of study.

Experience:
  • One year of experience equivalent to an Auditor-Appraiser III in Kings County; OR,
  • Two years of professional level accounting and/or auditing experience, preferably in a governmental agency; OR,
  • Two years of responsible fiscal management/governmental accounting experience or experience in conducting fiscal studies and developing recommendations on a variety of fiscal, organizational, or administrative activities, preferably in a governmental fiscal or accounting setting.

Desirable:

  • Supervision experience is desirable.

LICENSES AND CERTIFICATIONS

Licenses:
  • Possession of a valid California driver's license issued by the Department of Motor Vehicles at the time of appointment.
  • Possession of, or ability to obtain, a valid certification as an Auditor-Appraiser from the California State Board of Equalization within twelve months (2080 hours) of employment to be maintained throughout employment.
