Position Description

Performs administrative duties in the management and coordination of a large specialized project and program. Under general supervision, performs varied and complex administrative duties requiring independent judgment and the application of established policies and procedures. May provide supervision and direction to clerical, paraprofessional or professional staff members.

Major/Essential Functions

  • Serve as a member of the departments executive leadership team, helping establish strategic priorities and organizational goals. Provide leadership, coaching, and performance management for managers, and supervisors. Foster a culture of accountability, customer service, innovation, and continuous improvement. Lead organizational change initiatives and strategic projects.
  • Provide operational oversight for the Operations Service Center, which includes the Parking Business and Permit Operations, University ID Card Office, and the Operations Service Call Center units, and includes 13 full-time employees and varying number of student employees. Hire, mentor, and evaluate management staff. Develop succession planning initiatives. Promote employee engagement and professional development. Ensure compliance with university human resources policies.
  • Assist in developing and administering the departments annual operating and capital budgets. Help lead long-range financial planning. Monitor revenues, expenditures, reserves, and financial performance. Prepare financial forecasts and multi-year business plans. Establish financial controls and internal audit practices. Present financial reports to executive leadership. Ensure compliance with university, state, and regulatory financial requirements.
  • Identify new revenue opportunities and operational efficiencies. Oversee procurement and contract administration. Managing rate studies, fee recommendations, and financial modeling.
  • Provide department-wide financial oversight for Transportation Services, Parking Operations, Parking Enforcement, Special Events Transportation and Parking, Vehicle Fleet Services and Operations Service Center.
  • Assist in developing department-wide customer service and communication standards. Monitor customer satisfaction metrics. Resolve complex customer and stakeholder concerns. Improve service delivery through technology and process improvements.
  • Perform other duties as assigned to carry out the mission of Texas Tech University and the department.


Preferred Qualifications

  • Five years supervisory experience in Parking Industry or Customer Service Industry.
  • Experience in budget preparation and financial management.
  • Supervisory experience with a large staff.


Required Qualifications

Bachelor's degree in the area of specialization or closely related field. Four years of related administrative and technical experience. Additional job related education may be substituted for the required experience on a year-for-year basis.

Pay Statement

Compensation is commensurate upon the qualifications of the individual selected and budgetary guidelines of the hiring department, as well as the institutional pay plan.
