Job Description

Turner & Townsend is seeking an experienced Associate Director Project Management to support the delivery of aviation energy infrastructure projects, including cogeneration (CHP) plants and central utility systems, across the NY/NJ region.

Acting as an Owner's Representative, this role will manage all phases of project delivery from planning and design through construction and commissioning within active airport environments, ensuring successful outcomes aligned with client goals, regulatory requirements, and operational constraints.

Key Responsibilities

Project Management & Delivery
  • Lead end-to-end delivery of cogeneration/CHP and related energy infrastructure projects
  • Develop and manage project scope, schedule, budget, and risk
  • Coordinate engineering, procurement, and construction activities
  • Ensure integration with existing airport and utility systems
  • Serve as a primary interface with client, airport operations, airlines, and stakeholders
  • Lead project meetings, reporting, and governance processes
  • Coordinate work to minimize disruption to active airport operations

Commercial & Contract Management
  • Administer consultants, contractor, and vendor agreements in accordance with agency procedures
  • Manage cost controls, forecasting, change orders, and claims
  • Support procurement activities including bid evaluation and contract award

Technical Oversight
  • Review and coordinate engineering designs for CHP systems (turbines, HRSGs, electrical, controls)
  • Oversee construction progress, quality, and safety compliance
  • Support commissioning, testing, and project closeout

Risk, Safety & Compliance
  • Maintain risk registers and implement mitigation strategies
  • Ensure compliance with agency standards, permitting, and environmental regulations
  • Promote a strong safety culture in secure, operational environments
  • SOX control responsibilities may be part of this role, which are to be adhered to where applicable.


Qualifications
  • Bachelor's degree in Engineering, Construction Management, or related field
  • 8-15+ years of experience in infrastructure, energy, or power projects
  • Experience with cogeneration/CHP, central plants, or utility infrastructure
  • Prior experience with PANYNJ projects or similar public agencies
  • Experience working in aviation or other operational/regulated environments
  • Experience in an Owner's Representative or consulting role
  • Must reside in the New York Metro area
  • Ability to work on-site at aviation facilities
  • Ability to obtain and maintain airport security credentials

Preferred Credentials
  • Professional Engineer (PE) license (preferred)
  • PMP or equivalent certification (a plus)

Additional Information

The salary range for this full-time role is $180K-$260K per year. Ranges are determined by role and level and represent a good faith effort to provide a fair and equitable salary. This range is a reflection of base salary only, not of a total compensation package. Please note Turner & Townsend reserves the right to pay more or less than the posted range, depending on candidate's experience and qualifications.
