Position Title: Assistant Health & Safety Manager (Successor to H&S Manager)

Department: Health & Safety

Location: Concord

Target Salary Range: $95,000 - $105,000 per year

POSITION SUMMARY

The Assistant Health & Safety Manager leads the overall health and safety strategy and programs across all steel fabrication facilities and active construction sites (including high-rise residential, institutional, and infrastructure projects). You will drive continuous improvement across our operations in Ontario and Quebec to maintain an effective, safe, healthy, and productive work environment for all employees, contractors, customers, and visitors.

In this role, you will minimize operational risk, workplace injuries, and occupational health hazards while embedding a culture where safety is a shared responsibility across every level of the organization.

Succession Plan Opportunity: This position is strategically structured as a succession role. The successful candidate will work directly alongside current leadership with a clear, defined pathway to transition into the Health & Safety Manager role.

KEY RESPONSIBILITIES

Strategic Leadership & Culture Creation
• Drive a company-wide safety culture where safety is an active, shared onus for every employee, empowering teams to identify hazards and stop unsafe work.
• Formulate, implement, and evaluate annual safety goals, standard operating procedures (SOPs), and Safe Work Practices through regular audits.
• Coach and empower plant managers, shop supervisors, and construction site superintendents to lead safety talks, site inspections, and transparent hazard reporting.

Regulatory Compliance & Operations Oversight
• Ensure total compliance with the Ontario Occupational Health and Safety Act (Industrial and Construction Regulations), Quebec CNESST / LSTT standards, WHMIS 2015, and CSA standards.
• Act as the primary technical safety liaison for regulatory bodies, including the Ontario Ministry of Labour (MLITSD) and Quebec CNESST.
• Lead efforts to achieve, maintain, and audit safety certifications (such as COR) and manage third-party compliance accounts (ISNetworld, Avetta, ComplyWorks).
• Oversee site-specific safety plans (SSSPs), job hazard analyses (JHAs), and safety documentation for major construction bids and kick-off meetings.

Risk Management, Incident Control & Claims Support
• Oversee hazard assessments and hierarchy-of-controls for high-risk operations (overhead cranes, rebar rigging, working at heights, lockout/tagout).
• Direct root-cause incident investigations for critical injuries and high-potential near-misses, implementing business-wide corrective actions.
• Partner with the Disability & Claims Manager on injury management, providing investigation details and technical safety context for WSIB/CNESST claims and Early & Safe Return to Work programs.

Training, Governance & Team Leadership
• Lead, mentor, and direct the Health & Safety Coordinator, setting priorities and evaluating performance.
• Oversee safety training modules (Fall Protection, Overhead Crane & Hoist, Heavy Rigging, First Aid, Supervisor Competency) and audit the master training matrix.
• Provide operational governance for Joint Health and Safety Committees (JHSCs) and Site Safety Representatives across all locations.
• Regularly travel to fabrication plants and active job sites to perform safety audits and maintain consistent standards.

QUALIFICATIONS & EXPERIENCE
• 10+ years of progressive H&S leadership experience within construction, steel fabrication, heavy manufacturing, or industrial environments.
• Post-secondary degree or diploma in Occupational Health and Safety, Environmental Science, or a related field.
• Certifications: NCSO (National Construction Safety Officer) or CRSP (Canadian Registered Safety Professional) preferred; COR Auditor certification is a strong asset.
• Proven track record managing multi-site safety across both fixed manufacturing plants and active civil/structural/high-rise construction sites.
• Strong expertise in Behaviour-Based Safety (BBS) programs, job hazard analyses, and crane/rigging safety standards.
• Working knowledge of WSIB and CNESST processes to effectively assist internal claims specialists.
• Exceptional communication skills with a proven ability to influence, coach, and build trust across all levels of the workforce.
• Valid driver's license and willingness to travel up to 50% across facilities and active job sites.
