Duties & Responsibilities

Purpose of Position:
Under general supervision of the Deputy Director of Finance, plans, initiates, monitors, directs and coordinates finance programs including areas such as accounts payable, health care setting management and cost reporting systems, payroll, special accounting, internal and external financial reports, data control, affiliation accounting, asset control, cash receipts, cash disbursements, daily investment of idle cash funds, general accounting and capital accounting. Coordinates the efforts of staff members in initiating and completing work assignments within the framework of departmental objectives and priorities to ensure the accurate, timely and systematic flow of documents and reports for the provision of necessary financial services. Acts in compliance with all applicable governmental laws, rules and regulations and other applicable external regulatory requirements and/or guidelines.

Essential Duties and Responsibilities:
1. Reviews and coordinates plans, activities, programs, practices and operations within the department to determine if operational functions are best servicing needs.
2. Monitors document flow from health care setting financial units for timeliness, completeness and accuracy.
3. Initiates and implements standard operating procedures and new accounting systems to simplify work load and improve flow of accounting and finance.
4. Reviews operational procedures in compliance with authorized systems; implements changes necessary to stave off deterioration of their effectiveness, and recommends and guides the installation of improved procedures for efficient operation of current health care setting financial systems.
5. Provides general supervision including the general direction and review of staff personnel, and determines critical document flow points, and recommends solutions to affect resolution of stoppages or delayed processing.
6. Engages in the development and maintenance of staff personnel at a level to fulfill operational needs of finance, accounting and systems requirements.
7. Prepares special studies and analysis relevant to finance and accounting matters.
8. Develops and maintains a system of reports for the guidance of NYC Health + Hospitals financial management and health care setting controllers in the operation of authorized financial and accounting systems, and supervises on a current basis all financial data books, ledgers, records and reports needed to account for and record the results of operations and assets of the System and its subsidiaries.
9. Participates in staff conferences, attends various meetings with key personnel of other NYC Health + Hospitals offices and outside agencies.
10. Performs other related duties, as directed

Minimum Qualifications
1. Master's degree from an accredited college or university in Accounting, Finance, Business Administration or a related discipline with an emphasis on accounting and financial systems; and two (2) years of responsible-level experience in fiscal management or administration with an emphasis on financial
systems, management information and controls, one (1) year of which must have been in a responsible administrative or managerial capacity; or
2.Bachelor's degree from an accredited college or university in disciplines, as listed in "1" above; and three(3)years of experience, as described in "1" above, one (1) year of which must have been in a responsible administrative or managerial capacity.
