Duties

Help

Lead a professional staff in successfully optimizing the Center's enterprise capability to provide the foundation for the integrated, effective, and efficient operation of the Center's mission-enabling functions in support of NCTC's strategic and operational objectives. Specifically, initiate and manage the strategic budget and resource planning that underwrite daily operations; manage and coordinate the Center's compliance activities to provide reasonable assurance that NCTC complies with the authorities, policies, and obligations governing NCTC's mission data; drive information sharing efforts between NCTC and the CT community to support NCTC's access to mission-critical data; and serve as a trusted advisor to NCTC leadership on strategic workforce planning and the allocation of resources and services to accomplish overall Center-mission priorities.

Represent NCTC, when directed, attending ODNI Senior Staff meetings and conducting ongoing collaboration and outreach with stakeholders and partners across the ODNI, IC, Department of War, United States Government, and oversight organizations (e.g. Congress and OMB), as needed, to meet mission objectives.

Assist the Executive Director in providing guidance to Directorate level leadership and engaging with workforce across the center and develop and oversee implementation of USG, IC and ODNI guidance.

Serve as the Center's Accountable Officer, responsible to D/NCTC to manage NCTC's property transactions for ODNI accountable property.

Maintain records concerning property receipt, storage, issuance and disposition. Oversee quarterly and annual inventories.

Lead a professional staff in successfully defining and managing complex programs and projects that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; ensure timelines, costs, deliverables, and outcomes are achieved according to approved plans.

Oversee, manage, and direct a professional level staff, evaluate performance, collaborate on goal setting, and provide feedback and guidance regarding personal and professional development opportunities.

Maintain effective and productive working relationships across the Center, ODNI and with international and domestic partner agencies as appropriate.

PROBATIONARY & TRIAL PERIODS

Employees newly appointed to the Senior National Intelligence Service (SNIS) are subject to a twelve (12)-month probationary period to assess their ability to perform assigned duties and responsibilities at a level of excellence expected of a senior executive. For permanent employees newly hired into the ODNI, the probationary period will run concurrently with the first twelve (12) months of a new employee's two (2)-year trial period.

EXECUTIVE CORE QUALIFICATIONS (ECQs)

This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

ECQ 5: Achieving Results

This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

ISCOCQ: Leading the Intelligence Enterprise

This core qualification involves the ability to integrate resources, information, interests, and activities effectively in support of the Intelligence Community's mission and to lead and leverage cross-organizational collaborative networks to achieve significant mission results. Inherent to this senior officer qualification is a deep understanding of the intelligence enterprise and a shared commitment to the IC's core values.

Note: If you are a member of the SES or have been certified through successful participation in an OPM-approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualification Review Board (QRB)) or your eligibility for noncompetitive appointment to the SES.

Required Skills

Extensive knowledge of both the IC and ODNI budgetary requirements and personnel management.

Expert knowledge of NCTC data and information sharing agreements.

Comprehensive understanding of IC oversight and compliance, ODNI's Attorney General Guidelines (AG Guidelines), to include significant experience with FISA and E.O. 12333 SIGINT.

Expert knowledge of USG Counterterrorism or Intelligence Community organizations' missions.

COTR certification and/or experience managing enterprise-level contracts.

Expert knowledge of ODNI missions and functions.

About Office of the Director of National Intelligence

The Office of the Director of National Intelligence (ODNI) is a United States government agency responsible for overseeing the United States Intelligence Community and directing intelligence activities of the United States. The Director of National Intelligence serves as the head of the Intelligence Community, overseeing and directing the implementation of the National Intelligence Program and acting as the principal advisor to the President, the National Security Council, and the Homeland Security Council for intelligence matters related to national security.
