Full Job Description
The Assistant Commissioner of Program Development and Compliance in the Bureau of Solid Waste Management (SWM) is a new position that will lead the critical functions of strategic contracting and compliance for its diverse programs and operations and will support implementation of the next citywide comprehensive Solid Waste Management Plan (SWMP26). The Bureau utilizes a wide range of contracts and agreements to execute the complex and legally mandated work it performs as part of DSNY's service to New Yorkers. Responsible for the construction and maintenance of city-owned solid waste management infrastructure (e.g. Marine Transfer Stations, compost facilities, closed landfills), as well as the disposal, recycling, or marketing of all DSNY-managed solid wastes, the Bureau oversees a high volume and high dollar value of contracts. The Assistant Commissioner will report directly to the Deputy Commissioner and manage a team of approximately 8 civilian staff. The Assistant Commissioner will provide high-level support for advancing the strategic direction of the Bureau and the Department particularly in implementing the solid waste management plan, increasing resource recovery, and responsibly managing the materials collected by DSNY. The responsibilities will include but are not limited to: -Overseeing all regulatory compliance requirements for permits that SWM holds including, required reporting, modifications and applications, as well as ensuring compliance by its contracted vendors, both with contractual requirements and applicable city, state, and federal rules and regulations including coordination with other city agencies. This work will include oversight of any land use changes, environmental liability, or future uses for former in-city landfills, especially those managed by DSNY. -Leading multiple, major procurement and contract actions over the next 10 years in support of implementing SWMP26 including the future contracts for metal, glass and plastic and paper recycling as well as for MSW capacity. As part of this work, the Assistant Commissioner will monitor regional and accessible developments in technology and capacity for the management of solid wastes in coordination with Agency Executives. -Leading the development and negotiations for inter-agency agreements such as for public or commercial use of facilities under DSNY jurisdiction. -Advising on policies, programs, and regulations under development at the city, state, and federal levels that relate to solid waste management and resource recovery. The position will primarily be based out of DSNY's Worth St. offices with responsibility for relevant staff and consultants working at DSNY locations throughout the city. ASSISTANT COMMISSIONER (DSNY) - 05041 Qualifications 1. A Master's Degree from an accredited college in Public Administration, Personnel Administration, Business Administration, Human Services, Political Science or a related field, plus three years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising personnel performing activities related to the duties of the position; or 2. A bachelor's degree from an accredited college and five years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising personnel performing activities related to the duties of the position; or 3. A four-year high school diploma or its educational equivalent and nine years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive, or supervisory capacity.
