Job PurposeThe City of Delano is seeking an experienced, dynamic municipal professional to serve as its Assistant City Manager. The Assistant City Manager acts as a key administrative partner to the City Manager, directing high level projects, overseeing assigned municipal departments, and helping shape organizational policies and strategic programs.
The ideal candidate brings a strong background in administration, exceptional communication and problem-solving skills, and a demonstrated history of effective interdepartmental leadership.

Under direction, assists the City Manager in a wide variety of complex administrative activities and special projects. Directs the activities and exercises delegated supervision of specific department heads on a project basis. Oversees the management of assigned departments/divisions. Participates in the development of management policies, strategies and programs for the City. Provides highly responsible technical staff assistance to the City Manager and department directors.

- Assists the City Manager in the development of City goals, objectives, and priorities and oversees special programs.
- Reviews and evaluates the efficiency and effectiveness of departmental programs.
- Directs, manages and oversees a variety of department/division and special projects.
- Researches and develops suggested changes to department organization structure, and budgets during the City's budgetary process.
- Assists in the review and analysis of department budget estimates and the work of professional, technical, and clerical staff.
- Assists in the coordination of activities of the City Manager's office with City departments and division and with outside agencies.
- Assists the City Manager in the preparation and review of City Council agenda items.
- Represents the City Manager on various regional, community and professional boards, committees, and commissions, and make necessary presentations.
- Negotiates highly complex contracts and develops solutions for administrative and special projects.
- Monitors and oversees the implementation of agreements, projects and programs.
- Provides professional staff assistance, technical support, and advice to the City Manager and department heads.
- Investigates and prepares reports regarding City service complaints and requests.
- Prepares staff analysis and reports on various projects and programs.
- Directs the preparation of reports, agreements, contracts, resolutions, and ordinances.
- Conducts complex administrative and operational studies, analyzes findings, and prepares recommendations regarding proposal for programs, services, equipment and personnel.
- Coordinates the application and pursuit of grants and other special funding mechanisms.
- Manages the coordination and preparation of grant budgets, activities and reporting.
- Performs a variety of other duties as assigned.

- Preparing clear, accurate, and concise reports, correspondence and other written materials.
- Establishing and maintaining effective working relationships with those contacted in the course of work and with professional colleagues in other jurisdictions.
- Communicating tactfully, sensitively, and effectively with employees and employee representatives.
Ability to:

- Physically be present at the worksite and work a 40 hour work week.
Education and/or Experience Any combination of education and experience that demonstrates possession of the requisite knowledge, skill and abilities. A typical way to obtain these would be:
- Bachelor's Degree in public administration, business administration, city and regional planning, or a related field.
- Five (5) to Seven (7) years of extensive and responsible experience in municipal management and administrative work at the department head level.
- Master's Degree in one of the above fields, highly desirable, and may be substituted for one year of administrative experience.
- Three (3) to Five (5) years supervisory experience required.
- Maintain a valid California Driver License with a driving record acceptable to the City.

o PEPRA New Members pay 9% or 50% of normal cost, whichever is greater for a 2% at 62 benefit.
