The Opportunity

Black & Veatch is seeking an Assistant Chief Instrumentation & Controls Engineer - Power Generation for a highly visible, succession-oriented technical leadership pathway that combines dedicated support to the Chief I&C Engineer with continued leadership of meaningful power generation execution work.

Approximately 50% of the role will focus on Assistant Chief I&C Engineer responsibilities, including technical governance, risk management, QMS and standards stewardship, innovation, talent development, and knowledge transfer.

The remaining time will focus on Project Execution Leadership as a Lead I&C Engineer on appropriately sized conventional power generation assignments. Direct project execution will primarily involve conventional power generation, balance-of-plant systems, plant modernization, and related power infrastructure projects, while also influencing broader I&C execution strategy, scalability, quality, and consistency across the portfolio.

This is an opportunity for an experienced I&C leader to move beyond single-project delivery and gain enterprise-level influence shaping how BV develops standards, deploys digital and AI-enabled workflows, strengthens technical talent, and executes power generation work at scale.

The Team

The I&C Engineering team delivers instrumentation, automation, digital control systems, turbine controls, modernization, industrial networking, cybersecurity, and operational technology solutions for global power generation projects.

This position supports the Advanced Power Generation solution within BV Operations and collaborates closely with the Chief I&C Engineer, Solution Lead I&C engineers, Engineering Excellence leaders, resource leadership, and global execution partners.

Key Responsibilities

Chief I&C Engineer Support

Provide senior technical consultation on complex engineering challenges, standards interpretation, execution issues, design quality, project technical decision-making, and systemic risks affecting quality, safety, constructability, schedule, cost, or client confidence.

Develop, maintain, and deploy discipline standards, including guides, specifications, procedures, templates, calculation methods, and execution tools, and translate lessons learned into practical project execution improvements.

Develop onboarding, technical training, mentoring programs, reference materials, lessons learned, and knowledge management resources that accelerate readiness for power generation I&C work and strengthen future technical leadership depth.

Advance responsible use of AI, automation, digital engineering, reusable design content, and data-driven solutions to improve I&C execution quality, consistency, productivity, and client outcomes.

Project Execution Leadership

Serve as Lead I&C Engineer on power generation projects, leading teams through planning, design, procurement support, construction support, home office startup and commissioning support, and closeout. Develop discipline execution plans, staffing plans, schedules, budgets, quality expectations, and technical work processes.

Support pursuits and project reviews by evaluating I&C scope, staffing strategy, subcontracting assumptions, execution risks, hours, deliverables, and technical commitments.

Set execution strategy by optimizing U.S., global, and subcontract resources; standardizing recurring engineering work; improving design reuse; reducing rework; strengthening quality controls; and scaling effective practices across the I&C portfolio.

Build project execution capability by mentoring engineers, supporting performance feedback, recruiting, workforce planning, career development, and succession planning activities tied to reliable delivery and long-term technical depth.

Preferred Qualifications

15 years of related engineering experience.

EPC Lead I&C Engineer experience on conventional power generation, combined-cycle, simple-cycle, balance-of-plant, plant modernization, or comparable power infrastructure projects.

Experience with Design-Build, Engineer of Record, Owner's Engineer, consulting, and services project delivery models.

Expertise with DCS, PLC, SCADA, HMI, industrial networking, cybersecurity, functional safety, automation systems, turbine or combustion controls, burner management systems, and control system architecture.

Multi-solution experience, including conventional power generation plus oil and gas, LNG, petrochemical, refining, chemical processing, or other complex process industry facilities.

Demonstrated ability to operate as a Chief Engineer, Engineering Excellence leader, Technical Authority, Discipline Steward, or similar technical leader supporting governance, project assurance, standards development, onboarding, or technical training.

Interest in shaping the future of I&C execution through AI-enabled workflows, engineering automation, reusable design content, digital engineering initiatives, or advanced engineering technologies.

Participation in industry committees, standards organizations, technical publications, or professional societies.

Minimum Qualifications

Bachelor's degree in Engineering from a recognized accredited program, or equivalent engineering experience.

Minimum of 11 years related work experience.

Experience leading globally distributed engineering teams and engineering subcontractors.

Experience serving as an EPC Lead I&C Engineer for power generation work.

Active engineering registration or licensure required to support Engineer of Record requirements for BV projects.

Ability to satisfy pre-employment onboarding requirements.

Certifications

Holds an active engineering registration or licensure to support engineer of record (EOR) requirements for BV projects in applicable countries, and supports where necessary.
