DescriptionPosition Purpose and Objectives: Under the direction of the Vice President of Asset Management and Supply Chain, the Asset Manager leads the development, implementation, governance, and continuous improvement of United Power's asset management program. The position oversees the Asset Management team and establishes lifecycle strategies, asset information standards, condition and performance monitoring, risk-based investment practices, and cross-functional processes for Distribution and General Plant assets, processes, and work orders from acquisition through retirement and disposal.
Essential Job Functions: - Lead, supervise, and coordinate the activities of the Asset Management team, establishing clear priorities, accountability, service levels, and performance expectations.
- Build, implement, and maintain a multi-year asset management program roadmap that defines governance, asset classes, decision rights, maturity objectives, implementation milestones, resource requirements, and measurable benefits.
- Develop and maintain lifecycle strategies for electric distribution and general plant assets from planning and acquisition through operation, maintenance, renewal, replacement, retirement, and disposal.
- Establish lifecycle monitoring standards by asset class, including inspection requirements, condition ratings, health indices, criticality, failure history, performance trends, remaining-life estimates, and intervention thresholds.
- Develop asset class plans and long-range renewal forecasts that identify emerging risks, maintenance needs, replacement priorities, investment timing, and total lifecycle cost.
- Create and apply risk-based decision frameworks that consider asset condition, criticality, probability and consequence of failure, safety, reliability, environmental, financial, member, and operational impacts.
- Support development of distribution capital and maintenance plans by prioritizing replacements, upgrades, inspections, and preventive programs through risk assessments, lifecycle cost analysis, and documented decision criteria.
- Maintain an accurate, complete, and current asset registry and condition database using GIS, Enterprise Asset Management systems, including Trimble Maintain, and related financial and operational systems.
- Define and govern asset hierarchies, naming conventions, required attributes, data ownership, quality rules, reconciliation controls, system interfaces, and change-management requirements across asset information systems.
- Serve as functional owner or system administrator for assigned asset management applications, controlling configuration changes, access, testing, documentation, release readiness, and user adoption.
- Develop dashboards and recurring and ad hoc management reports for asset health, failure trends, inspection compliance, data completeness, maintenance effectiveness, lifecycle cost, retirement backlog, risk exposure, and program performance.
- Establish cross-functional governance and review cycles with System Design, Engineering, Operations, Finance, Information Technology, Procurement, Fleet, Warehouse, and Plant Accounting to align asset decisions with organizational objectives.
- Participate in the Construction Unit and Materials Standards Committee; maintain construction units, material standards, and related controls aligned with operational, engineering, accounting, and asset lifecycle requirements.
- Support monthly closing activities for Asset Management, Material Inventory, Fleet Management, and Work Orders, including review, reconciliation, exception resolution, capitalization support, and timely work order closure.
- Collaborate with Fleet and Warehouse teams to oversee weekly inventory cycle counts across all locations and address control, accuracy, and reconciliation issues.
- Support internal and external audits by maintaining defensible records, providing requested documentation, resolving findings, and implementing sustainable corrective actions.
- Develop, document, standardize, and periodically review asset management policies, processes, procedures, roles, controls, and performance measures to improve effectiveness, compliance, and auditability.
- Assess asset management program maturity, identify capability gaps, and lead prioritized continuous-improvement initiatives that deliver improved reliability, risk reduction, cost control, and asset information quality.
- Identify staff competency and training needs; implement development plans, role-based training, and knowledge-transfer practices that support sustainable program ownership and team performance.
- Set clear employee goals, monitor progress, provide coaching and feedback, and measure results to support individual accountability and team development.
- Creates, expands, and maintains professional and productive working relationships with peers and stakeholders. Works collaboratively with colleagues and fosters a spirit of cooperation and inclusion in the workplace.

- Supervision Received and Exercised:
Provides direct supervision to the Asset Management team. Establishes priorities, assigns resources, develops staff capability, and monitors performance. Acts as an advisor and becomes actively involved as needed to resolve complex asset, system, data, work order, or program implementation issues.
Education and Experience Required: Bachelor's degree in asset management, engineering, business administration, finance, accounting, information systems, data analytics, or a related field and a minimum of five years of progressively responsible experience in asset management, utility operations, plant accounting, work management, reliability, or a related field. Experience must include leading cross-functional initiatives, improving business processes, and using asset or operational data to support decisions. Additional relevant experience may substitute for the degree requirement.
Desired Experience: Experience building, implementing, or maturing an asset management program in an electric utility or similarly asset-intensive organization is preferred. Experience with asset lifecycle planning, condition assessment, asset criticality and risk modeling, lifecycle costing, reliability analysis, data governance, GIS, EAM or computerized maintenance management systems, plant accounting, and ISO 55000 principles is desirable.
