Full Job Description
Vesta Management is looking for an experienced Area Manager to lead a small portfolio of properties in the Haverhill, MA area. The ideal candidate will have a proven track record of overseeing multiple locations and teams, as well as experience with LIHTC, Section 8, and market rate housing. The Area Manager will be responsible for all financial and physical aspects of the properties in their portfolio, including budgeting, rent collections, compliance reviews, capital needs, and general site and staff performance. A degree in business or property management, and designations such as a COS, CPO, CAPS and LIHTC certifications are highly recommended.

The Area Manager is responsible for the day-to-day operations of their home property and assigned properties. This includes overseeing and enhancing the value of the properties, employing and developing the staff and maintaining positive resident relations. The Area Manager will place maximum emphasis on positive response to the concerns and needs of the residents, environmental health and safety, and quality programs, in coordination and conjunction with the company's goals and objectives; this includes meeting financial, leasing, compliance, resident retention, maintenance goals and standards, and managing all staff to these goals and standards; as well as complying with all state, federal and/or local laws relating to Equal Opportunity regulations and Fair Housing. Must be a team player and able to manage multiple tasks concurrently.

Essential Duties and Responsibilities
  • The Area Manager will function as a team leader and foster positive relationships between residents, maintenance, leasing, and office staff, contractors/vendors and the public.
  • Enforces and adheres to company policies, rules and regulations.

Financial
  • Prior to submission, the Area Manager will review and log where necessary, payroll, daily deposit logs, reports, voucher and other agency reports.
  • Reviewing of monthly HAP, if applicable, preview report before the end of business of the 8th of each month; making any corrections needed to ensure accurate and timely processing before the 8th.
  • Review all financials and monitor the expenses of the property in accordance with the budget.
  • Complete all financial reports, records, and corporate required reports in a timely manner.
  • Timely collection of resident rent and subsidy receivables.
  • Assistance with the preparation of the operating budgets, including controlling expenses and maximizing income.
  • Ensure accurate and timely record of property transactions (i.e. delinquency reports, move ins/move outs, etc).
  • Review with Property teams the collections, depositing and posting of all rent and late fees/charges, delinquencies, late notices and legal action, as necessary.

Leasing
  • Seek opportunities to increase marketing, traffic and outreach
  • Monitor occupancy of properties, holding property staff accountable for maximizing the optimum balance between actual rent collected and the occupancy.

Compliance & Administration
  • Implements and demonstrates thorough knowledgeable of: vendor contracting, HUD certification and compliance, LIHTC certification and compliance, engineering and preventative maintenance, energy management, security, emergency procedures, insurance, workers compensation procedures as well as company policies and procedures.
  • Conduct random spot checks of resident files, new leases, renewals, recertifications, move outs and corresponding paperwork to ensure completion, accuracy and timeliness.

Resident Retention
  • Works patiently, professionally and cooperatively with residents and staff to provide high quality customer service.
  • Monitor activity of resident retention activities (i.e. resident functions, promotions, monthly newsletters, etc.) and property issued communications/notices (i.e. bad weather, emergencies, etc.).
  • Address resident concerns and requests to ensure resident satisfaction.

Personnel Development & Management
  • Motivate all staff to achieve the operational goals of the property.
  • Identify the training needs of all on-site staff and make appropriate recommendations.
  • Provides direction, supervision and guidance to the areas' Property Manager and Maintenance Supervisor.
  • Facilitate weekly meetings with each Property Manager and team meetings. Communicate corporate initiatives and other information as related to Vesta's property portfolio.

Maintenance & Safety
  • Ensure inspections of common areas, building systems, building exteriors, and grounds are completed on a continuous basis and deficiencies are addressed as needed per Vesta policy.
  • Walk the site and common areas regularly. This should be done a minimum of three times per week or as required by the Vice President of Property Management.
  • Conduct or assist Maintenance with inspections of apartments, at minimum once per year, and address deficiencies as needed per Vesta policy.
  • Correct physical deficiencies or respond to requests.
  • In conjunction with Property Managers, review service contracts and vendor work for proper completion of contracted duties (i.e. exterminator, landscaper, snow removal, etc).
  • Approval of invoicing and review of contract submissions.
  • Supervision of the maintenance functions, including scheduling work and expenditures.
  • Responsible for the training and instruction of emergency response and handling of emergencies with regard to: criminal activity, employee and/or resident injuries, fires, floods, freezes, etc, in accordance with Vesta's SOP to minimize liability.
  • Comply with all local state and federal regulations as well as company policy and procedures.
  • Other duties as assigned.

Requirements

Required Education and Experience:
  • High School or GED diploma, Associate's degree preferred.
  • Minimum five years related experience or expertise through education.
  • Requires professional knowledge of multiple subsidy regulations as well as Industry related certifications such as COS (Certified Occupancy Specialist) for Section 8 properties; (Low Income Housing Tax Credit Certification) for Tax Credit properties and other industry related designations preferable.
  • Experience in a supervisory role/capacity required.
  • Bilingual in English and Spanish strongly preferred
  • Experience in Microsoft Office Suite and Property Management Software(s), including proficiency in Yardi.
  • Successful completion of a background check and drug screening required.
  • Valid Driver's License and clean driving record required.

Salary Description

$80,000.00-$90,000.00/yr.
