Job Duties

The DGS Office of Information System Services (ISS) is seeking an experienced and forward-thinking Applications Portfolio Manager to support the Division of Consolidated Laboratory Services (DCLS) by leading the strategic planning, delivery, and optimization of our technology application portfolio. This role is ideal for a collaborative IT leader who thrives in a mission driven environment and enjoys guiding teams, shaping technology strategy, and ensuring high-quality application services that support critical statewide laboratory operations.

About the Role
The Applications Portfolio Manager - DCLS provides leadership and oversight for all DCLS application and technology initiatives. This position ensures strategic alignment, prioritization, and coordinated execution across the full IT project portfolio while managing the lifecycle of essential laboratory applications.

Key Responsibilities

  • Strategic & Portfolio Leadership
    • Lead the planning, prioritization, and governance of DCLS technology initiatives.
    • Ensure alignment between application strategy, business needs, and organizational goals.
    • Oversee and perform project management activities including scope, scheduling, resource coordination, risk management, and stakeholder engagement.
  • Procurement & Budget Management
    • Direct procurement processes for new technologies, including evaluation, vendor selection, and compliance with state procurement policies.
    • Oversee budget development, forecasting, and financial management for application related initiatives.
    • Manage grant funded technology activities and ensure compliance with grant requirements.
  • Application Lifecycle Oversight
    • Plan and manage application lifecycle activities including installation, upgrades, configuration, maintenance, security, and continuity planning.
    • Ensure applications remain reliable, secure, and responsive to evolving business and regulatory needs.
  • Team & Operational Leadership
    • Manage daily operations of the ISS DCLS Applications team.
    • Foster strong collaboration across technical and business units to support application operations and service delivery.
    • Promote a culture of continuous improvement and customer focused support.

This position will be located in Richmond, Virginia and must report on-site. This position is eligible for a hybrid telework schedule (telework up to 2 days/week) after successful completion of training period and approved telework agreement.

Minimum Qualifications

  • Demonstrated experience managing and leading diverse technical teams, including developers, architects, and other IT professionals.
  • Extensive background directing information technology projects of medium to large complexity, with proven success in planning, execution, monitoring, and stakeholder coordination.
  • Strong project management experience encompassing resource planning, activity sequencing, risk identification and mitigation, communication planning, and delivery of comprehensive status reporting.
  • Proven capability in overseeing application architecture-evaluating system designs, identifying technical gaps, and guiding teams in building scalable, secure, and efficient solutions.
  • Effective vendor management skills, including performance oversight, contract compliance, relationship development, and coordination of vendor-supported technical activities.
  • Hands-on knowledge of SDLC methodologies and Agile frameworks (e.g., Scrum, Kanban), with the ability to cultivate a DevOps culture focused on collaboration, automation, continuous integration, and continuous delivery.
  • Experience working with cloud platforms and cloud-based architectures, including migration planning, service evaluation, and ensuring cloud solutions meet security and scalability requirements.
  • Ability to collaborate with development teams on software lifecycle activities such as installation, updates, enhancements, patching, and deployment planning within production environments.
  • Knowledge of systems analysis and design, business process analysis, change management principles, and version control best practices.
  • Strong organizational and leadership skills with the ability to mentor staff, direct technical work, and consistently achieve goals, milestones, and deadlines.
  • Exceptional written and verbal communication skills necessary for project documentation, procurement processes, grant reporting, strategic planning, and engagement with partner agencies.
  • Ability to perform effectively in a fast-paced public health environment while managing multiple concurrent priorities.

Additional Considerations

  • PMI or VITA Project Management certification, with solid knowledge of PMBOK and/or VITA project management practices.
  • Experience with LIMS and public health domain.
  • Understanding of federal grant management, COV procurement processes, laboratory operations, data modeling, and/or technical architecture.
  • Background in disaster recovery, business continuity, and information security requirements for sensitive or classified data.
