Job Summary
The Applications Analyst I role provides valuable complex technical support to the Growth Management Community Development (GMCD) division and their business units, developing, implementing and maintaining software solutions to increase productivity, capabilities and effectiveness of GMCD programs, services and administration. In this role, you will meet with users/customers to analyze and define system needs, ultimately implementing, documenting and maintaining applications.

As an Applications Analyst I, you will also support project management tasks for assigned applications projects, involving creating reports, conducting data analysis, and implementing process improvements. This position will utilize software programs and applications such as CityView, Chameleon and Power BI.

The ideal candidate demonstrates effective, proactive problem-solving skills, in addition to highly collaborative cross-functional communication.
Essential Functions
• Provides training, support and assistance to users; responds to user demands, questions and requests for assistance; provides information and explanations regarding software and applications.
• Provides support for assigned County information system programs and applications, which may include Web applications, business applications developed in-house, and/or applications purchased from vendors (i.e., intra-agency financial applications).
• Meets with users/customers to define user needs and technical requirements; analyzes business functions and work processes, identifies system compatibility and capacity issues; identifies hardware and other equipment needed to support programs.
• Troubleshoots assigned software applications and resolves issues related to software, hardware, operating systems and the network that impact operations. Initiates and participates in system upgrades.
• Tests new software applications and modifications/upgrades, preparing and maintaining documentation. Tests prototype applications and works through operational problems,
• Designs, develops, tests and maintains databases for assigned applications; designs database structure and defines database environment; assists Database Administrator with monitoring database performance; ensures data integrity; and manages data transfers, migrations, conversions and/or connections.
• Installs and configures software applications, establishing user access levels and system security protocols.
• Changes the configuration of information systems in accordance with direction/modeling driven by business processes; fully tests changed performance of system and the impact on the remainder of the systems.
• Documents configuration changes in accordance with BCC IT standards for documenting process flows; communicates and coordinates changes with BCC IT production control staff.
• Performs project management duties for assigned software/applications projects, identifies project scope, milestones and sequence of project steps/actions; creates and maintains project deadlines; and documents and communicates project status; prepares reports on project schedules and status and submits to management.
• Prepares requests for proposals (RFPs) for new business information systems; defining system specifications and technical requirements.
• Reviews RFP responses from vendors and provides recommendations regarding vendor selection.
• Performs contract administration for assigned procured applications and coordinates applications development, implementation, modification and maintenance work with vendors.

ADDITIONAL FUNCTIONS
• Assists with hardware installation, configuring and maintenance.
• Performs special projects as assigned.
• Performs other related duties as required.

Minimum Qualifications
• Associate degree required.
• Two (2) years of related experience; experience should be directly related to assigned business unit's technical systems and programs.
• Candidates without a related degree should possess an additional two (2) years of related experience.
• Fingerprinting required.
