DescriptionWork is performed under the general supervision of the Applications Manager and requires independent judgment, initiative, and technical decision-making in the support of City business applications, integrations, and related projects. Work is reviewed primarily based on service outcomes, system reliability, customer impact, operational efficiency, and achievement of defined business objectives.
This position serves as a technical resource for multiple line-of-business applications and related integrations, ensuring systems remain available, secure, reliable, efficient, and aligned with departmental needs. The Applications Analyst supports application administration, troubleshooting, upgrades, vendor coordination, reporting, data validation, process improvement, and efficiency efforts across the City.
The position also assists with the design, implementation, and support of data integration processes, including export, transform, and load routines, file transfers, system interfaces, and API implementation. This includes ensuring data accuracy through validation, reconciliation, monitoring, and structured error handling.
The Applications Analyst works with staff from multiple departments to understand business processes, identify areas for improvement, and support system or workflow changes that reduce manual work, limit duplicate data entry, improve efficiency, and help departments use their systems more effectively. Serves as the primary technical resource for assigned applications and integrations and is responsible for their ongoing support, reliability, documentation, vendor coordination, lifecycle management, and continuous improvement.
This position requires unrestricted access to one or more of the following: the City's Police Department, the City's Emergency Operations Center housed within the Police Department, and secure or confidential law enforcement information. Candidates selected for this position must submit to an extended background investigation that includes a federal criminal history check via electronic fingerprinting.
Examples of Duties• Performs the implementation, administration, security, updates, documentation, and support of applications and integrations.
• Supports existing software used by City employees on a daily basis by analyzing problems, performing root cause analysis, troubleshooting issues, working with vendors, and developing practical solutions to maintain reliable system operations.
• Investigates recurring issues and works toward long-term solutions that improve system stability, reliability, and efficiency.
• Works with software vendors to maintain application operations and support upgrades, including testing, issue tracking, release review, and confirming systems function correctly after changes are implemented.
• Maintains the reliability and functionality of multiple line-of-business applications by monitoring system performance, identifying potential issues, and supporting maintenance activities to reduce service disruptions.
• Facilitates the integration of software programs, applications, APIs, and third-party solutions as required to meet the business needs of the organization.
• Builds and supports automated data exchange and integration processes, including export, transform, and load routines, API implementation, file transfers, scheduled jobs, and system interfaces.
• Ensures data accuracy through validation checks, reconciliation, monitoring of routine data transfers, and structured error handling.
• Analyzes data stored in various systems and databases, including systems with limited or outdated documentation, to support reporting, integrations, troubleshooting, and business needs.
• Identifies relationships between tables and fields in databases and develops queries to extract, validate, and reconcile required information.
• Writes and tests scripts for data transformation, reporting, automation, and quality control.
• Reviews the use of existing applications and identifies or implements opportunities to improve utilization, automate processes, reduce redundant systems or manual work, and maximize the City's investment in existing technology.
• Works with multiple departments to understand how systems are used and identifies improvements that simplify processes, reduce manual work, limit duplicate data entry, and improve overall efficiency.
• Supports system configuration changes, reports, integrations, or automation that enable departments to complete work more efficiently and accurately.
• Participates in after-hours maintenance, upgrades, testing, and emergency support when needed to minimize impact on City operations.
• Coordinates hardware, software installation, configuration, and support related to assigned applications.
• Provides or facilitates training for existing and future applications.
• Supports application databases, database connectivity, and related configurations required for assigned applications.
• Analyzes application data and develops reports to support City operations, troubleshooting, auditing, and decision-making.
• Supports requests for data from multiple departments and ensures information provided is accurate, consistent, and properly validated.
• Maintains application documentation to keep up with changing functionality, usage, support procedures, integrations, and agency needs.
• Maintains a high standard of cybersecurity by applying updates, monitoring system health, and following City and Florida Department of Law Enforcement security requirements to reduce risk to City systems and data.
• Schedules and runs regular testing to enhance the reliability, security, and performance of current systems and applications.
• Establishes and clearly communicates project expectations, priorities, timelines, and status updates to ensure assigned projects and departmental activities are completed in a timely manner.
• Analyzes available methods of obtaining, integrating, and presenting information and reviews alternate sources of information when needed.
• Assists in the development of project objectives, system requirements, and implementation plans for information system activities.
• Takes advantage of educational opportunities to keep job knowledge current.
• Identifies and maintains an accurate inventory of assigned software, systems, integrations, and licenses.
• Enforces City data standards, including applicable FDLE security requirements.
Typical QualificationsMinimum Qualifications• Bachelor's Degree in Information Systems, Computer Science, Business Administration, Public Administration, or a related field.
• A comparable amount of training, certifications, and experience may be substituted for the minimum education requirement.
• At least five (5) years of experience in enterprise-level application administration, business application support, customer support, problem analysis, and troubleshooting.
• Experience supporting enterprise or mission-critical business applications where reliability, availability, and uptime are important.
• Experience working with relational databases, including writing SQL queries, researching database structures, and identifying required data for reports, troubleshooting, or integrations.
• Experience supporting data integrations between systems, including export and import processes, data transformation, file transfers, API implementation, and validation.
• Experience working with software vendors to troubleshoot issues, coordinate upgrades, test system changes, and support ongoing application operations.
• Ability to travel to various City locations and facilities on an as-needed basis.
Preferred Qualifications• Experience supporting or administering an Enterprise Resource Planning system, such as Tyler Munis or a similar ERP solution.
• Experience supporting public safety application software solutions, such as CentralSquare OneSolution or similar systems.
• Experience with reporting tools such as SQL Server Reporting Services, Crystal Reports, ReadyForms, or similar reporting platforms.
• Experience supporting or developing solutions using Microsoft SharePoint, Microsoft 365, Power Apps, Power Automate, or similar collaboration, workflow, and automation platforms.
• Experience working in a government, public safety, or CJIS/FDLE-regulated environment.
• Experience supporting business process improvements, workflow automation, system interfaces, or application integrations across multiple departments.
