The Division & Grantmaking for Community Impact Team

The Community Services Division (CSD) empowers and supports residents, schools, and local organizations to make the city more livable, safe and clean. CSD is comprised of three core service program areas - BeautifySJ, Grantmaking for Community Impact, and Youth Intervention Services. Overseen by a Deputy Director and two Division Managers, there are 148full-time equivalent employees and an operating budget of approximately $49 million along with various sources including State, Federal and other special funds. Currently, the Department is recruiting for one Analyst for the Grantmaking for Community Impact Program. The Grantmaking for Community Impact (GCI) Team within the City of San José's Parks, Recreation and Neighborhood Services Department (PRNS) strategically invests public resources to improve the health, safety, and well-being of San José residents. The team manages the full lifecycle of competitive grant programs-from program design and funding strategy to procurement, contract management, performance monitoring, evaluation, and continuous improvement.

The GCI Team oversees millions of dollars in annual grant funding that supports nonprofit organizations, neighborhood groups, schools, and community partners delivering services in youth violence prevention and intervention, neighborhood revitalization, older adult wellness, and other community priorities. The team ensures that public investments are transparent, equitable, data-informed, and aligned with City Council priorities and community needs.

Position Duties
Salary ranges for the Analyst I/II classifications are:
  • Analyst I: $92,994.72-$113,022.00
  • Analyst II: $101,468.64 - $123,330.48

All salary ranges include an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates' qualifications and experience.

PRNS is currently seeking to fill one (1) full-time Analyst vacancy within the Community Services Division (CSD).

Key responsibilities include, but are not limited to the following:
  • Designing grant programs that align funding with community needs and policy priorities.
  • Developing equitable funding methodologies, risk assessment tools, and funding allocation strategies.
  • Leading competitive solicitations, proposal evaluation, funding recommendations, and contract negotiations.
  • Managing grant agreements, compliance monitoring, fiscal oversight, and technical assistance to funded partners.
  • Building and implementing performance measurement systems, databases, dashboards, and program evaluation frameworks.
  • Collecting and analyzing program data to measure outcomes, improve services, and inform decision-making.
  • Coordinating with City departments, school districts, county agencies, nonprofit organizations, and community stakeholders to maximize collective impact.
  • Driving continuous improvement by refining grant processes, strengthening accountability, and modernizing grant management system.

Minimum Qualifications
Education and Experience

Analyst I
A Bachelor's Degree from an accredited college or university.
Analyst II
A Bachelor's Degree from an accredited college or university AND two (2) years of increasingly responsible professional staff analytic or administrative experience conducting studies, organizing and analyzing data, and preparing reports, recommendations, or conclusions for a functional area in budget, finance, grant administration, organizational analysis, general administration, or human resources.
Acceptable Substitution
Additional years of experience in a position comparable to the Staff Specialist with the City of San José in areas such as budget, finance, grant administration, organizational analysis, general administration or human resources may be substituted for the education requirement on a year for year basis.
