Full Job Description
The Nuclear Enterprise Architecture and Analysis department is seeking a Project Lead (PL) for the Air Force Global Strike Command (AFGSC) Systems Engineering Project. The AFGSC SE project is a high impact project in the Nuclear Enterprise Mission Division at MITRE. This project focuses on defining how AFGSC will win the war in 2050 based on a modernization strategy via system-of-system engineering, operational analysis, and modeling. This entails providing thought leadership to implement a Digital Engineering (DE) capability for the baselining and modernization of the Command's Service Core Functions, requirements analysis, mission assurance, and identifying system of systems risks and resultant mitigation strategies. The PL will also be responsible for all facets of leading the project team, shaping strategy, and managing the project.

This project is part of a broader MITRE work program that supports and advances the Nuclear Enterprise across roughly 30 projects including work for organizations such as USSTRATCOM, NC3 Enterprise Center (NEC), Joint Staff, OUSW(A&S), OUSW(R&E), Air Force Nuclear Weapon Center (AFNWC), Air Force Global Strike Command (AFGSC), and PMA-271. Successful PLs are expected to work in concert with their peers across these projects to achieve systems engineering and integration objectives that provide value to the government.

Roles & Responsibilities:
  • Provide strategic and technical leadership as a trusted advisor to the Command shaping of all tasks on the AFGSC project
  • Shape and execute technical objectives of the work program based on outcomes gathered from AFGSC with consideration for opportunities where MITRE can have the greatest impact based on our capabilities and cross-cutting initiatives
  • Translate from overall project strategy into concrete outcomes and products
  • Identify and leverage research efforts from across MITRE including internal innovation programs to benefit project efforts and provide impact to AFGSC
  • Ensure technical quality of products and recommendations by baselining team expectations based on division quality practices, conducting in-progress task/analysis reviews, seeking appropriate peer reviews, implementing effective knowledge management, and participating in regularly scheduled program execution reviews
  • Sponsor interaction with AFGSC senior leadership, division leadership, branch chiefs, and individual government personnel
  • Partner with MITRE's staff resourcing organizations to develop and execute mission engineering strategy and staff the project
  • Partner across MITRE and sponsors to identify and evaluate operational trade space for the AFGSC Mission
  • Project administration - Clarity, financials, project pages, meeting coordination, status reports, facility management, task management and expectation setting for project contributors
  • Staff management - On-boarding; handle/process requests for CAC, NIPR, SIPR, VR, SharePoint, ISIL, classified labs, SCI, JWICS, etc.


Basic Qualifications:
  • Typically requires a minimum of 10 years of related experience with a Bachelor's degree in Systems Engineer or related technical field; or 8 years and a Master's degree; or a PhD with 5 years' experience, or equivalent combination of related education and work experience.
  • Top Secret security clearance with an ability to obtain and maintain a TS/SCI clearance
  • U.S. Citizenship required
  • Minimum of 2 years of leadership experience.
  • 15-20% travel dependent on location
  • This position requires a minimum of 4 days a week on-site.


Preferred Qualifications:
  • Demonstrated ability in key technology or mission areas relevant to the AFGSC work program: communications, networking, Digital Engineering (MBSE, OTB), Mission Defense (Cyber, Safety, Surety), C2 missions, enterprise/systems engineering and architecture development of sophisticated systems
  • Expertise in performing concept development, strategic planning, requirements development, market research, technology feasibility and evolution studies, and acquisition support
  • Exceptional communications, collaboration, organization, and leadership skills collaboration
  • Proven ability to develop a trusted advisor relationship with a DoW/government sponsor
  • Support key sponsor engagements including travel requirements up to once per month
  • Shown success in working across organizational boundaries to deliver results
  • Demonstrated management of technical tasks and large engineering teams
  • Experience building or using DE methods, conducting analysis, and providing recommendations to support planning and decision-making
  • Effective organizational skills and discipline to keep the project well-scoped and the team driven to accomplish specific project objectives
  • Domain knowledge of the Nuclear Command, Control and Communications (NC3) Enterprise
  • MITRE Backplane - Proactively seek out and execute on collaboration opportunities with projects across MITRE, share products to maximize the impact of work done in support of AFGSC, and bring back work from across the company to accelerate AFGSC project objectives
  • Significant experience as a technical or program manager leading geographically separated teams with diverse backgrounds and skills
  • Significant experience in key technology areas: Mission Defense (Cyber, Safety, Surety), and systems engineering
  • Ability to quickly respond to changing program and political environment while keeping strategic focus intact
