The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 800 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.

This position is located within the House Artificial Intelligence Center, House Information Resources, Office of the Chief Administrative Officer, U.S. House of Representatives. As an AI Software Engineer you will help drive responsible AI adoption across Congress. You'll build innovative software, prototype new ideas, and collaborate with product managers, designers, and engineers to tackle unique technical challenges inside the House of Representatives. One day you may be coding or improving DevOps workflows; the next, you're shaping architecture or meeting with staff to understand their real-world needs. The position does not have day-today supervisory/managerial responsibilities.

Primary Responsibilities:

  • Advising other IT teams on how to implement and utilize AI tools, advising the Architecture Review Board, participating in the buildout of AI infrastructure, and advising on internal AI Policy.
  • Contributing as a full-stack developer, writing clean and maintainable code, and applying human-centered design and agile practices.
  • The role involves discovery, prototyping, and development work on identified software projects, many of which involve the use of AI.
  • The role involves shaping project planning through research and analytics, improving DevOps workflows, and ensuring secure, scalable APIs and services.
  • Engineers document work, enhance performance and accessibility, troubleshoot distributed systems, and manage CI/CD pipelines, containers, and cloud-based AI tools.
  • They collaborate closely with cross-functional teams, communicate progress and blockers, and maintain high standards of security, quality, and engineering best practices.
  • Performs other official duties as assigned.

Qualifications

Qualifications:

Minimum Qualifications:

  • Bachelor's degree in Computer Science or equivalent experience.
  • Minimum of 3 years of relevant professional experience.
  • Broad and deep expertise in AI development, AI infrastructure, and AI policy, with the ability to communicate technical concepts to diverse audiences.


Preferred Qualifications:

  • Knowledge of secure authentication patterns such as OAuth2, OpenID Connect, and MSAL.


Knowledge, Skill, and Ability (KSA) and Competency Requirements:

  • Experience using LLMs, RAG, MCP servers, and other AI development resources, including cloud tools such as AWS Bedrock and Azure OpenAI.
  • Strong experience working with Microsoft SQL Server (MSSQL), including schema design, performance tuning, and query optimization.
  • Strong full-stack development skills and proficiency with modern programming languages, web development, relational databases, DevOps, and Unix-like systems.
  • Expertise with building Extract, Transform, and Load (ETL) pipelines and enterprise ETL tools such as Pentaho, AWS Glue, Hadoop, and Apache Airflow.
  • Ability to develop APIs (web services) using web messaging or service protocols and integrate many services into a single cohesive application.
  • Hands-on experience with containerized applications using Docker.
  • Experience deploying and operating applications in Kubernetes environments.
  • Proficiency using git (particularly GitLab) for source control and issue tracking in collaborative workflows.
  • Experience working within CI/CD pipelines and modern DevOps practices.
  • Familiarity with infrastructure as code cloud service enablement.
  • Ability to design and implement secure, scalable RESTful APIs.
  • Experience troubleshooting distributed systems and production environments.
  • Familiarity with secure authentication patterns, including OAuth2 and OpenID Connect. In particular, implementing the Microsoft Authentication Library (MSAL) in conjunction with Entra/Azure App Registrations.
