About this Role:
We are seeking a seasoned AI Governance & Strategy Advisor to support a federal health and human services agency client during a critical moment in its AI modernization journey. This is a senior advisory role operating at the intersection of strategy, data, architecture, and policy - helping the agency define where it is going with AI, how it will govern the journey, and what it will build first.

Among the near-term priorities is expanding digital resources for young adults transitioning out of foster care - including AI-enabled conversational tools and life-decision planning platforms. You will help shape what those tools look like, what they require, and how they get built responsibly.

This role is focused on requirements, strategy, and governance - not coding or deployment. You will work closely with program leadership, technical staff, and political stakeholders to produce the artifacts and frameworks that enable a delivery team to execute.

Key Responsibilities:
• Assess the agency's current AI posture - cataloging prior initiatives, existing capabilities, and gaps relative to mission needs.
• Define enterprise-level AI requirements in collaboration with program offices, technical staff, and leadership.
• Develop a phased implementation roadmap accounting for organizational readiness, policy requirements, and program priorities.
• Produce strategy artifacts - capability assessments, roadmaps, decision briefs - suitable for CIO and executive review.
• Design governance structures for AI lifecycle management including model review, red-flag detection, security review, and accountability controls.
• Establish standards consistent with OMB AI policy guidance, the NIST AI Risk Management Framework, and agency-specific policy requirements.
• Identify and document risk considerations - bias, data quality, security, privacy - with recommended mitigations.
• Evaluate existing data infrastructure and workflows to identify AI-ready datasets and integration opportunities.
• Provide architectural guidance for AI-enabled digital platforms, including web-based citizen-facing tools.
• Support product design decisions for AI-assisted features such as chatbot functionality and life-decision planning tools.
• Serve as a bridge between technical staff and program/political leadership - translating strategy into terms that drive decisions.
• Maintain continuity of the agency's AI program posture during an active leadership transition.
• Coordinate with delivery contractors to ensure requirements are well-defined and implementable.
• Facilitate discovery sessions and working groups to build internal alignment on AI direction and priorities.

Qualifications and Skills:
• Demonstrated experience designing and implementing enterprise AI strategies within large, complex organizations - including federal agencies or comparably regulated environments.
• Proven track record modernizing digital platforms to enable AI integration and deliver improved user outcomes.
• Hands-on experience with AI tools and techniques including machine learning, natural language processing, and deep learning.
• Strong working knowledge of AI governance frameworks: OMB AI policy guidance, the NIST AI RMF, and federal data governance standards.
• Experience conducting AI capability assessments and producing executive-level strategy and requirements documentation.
• Ability to engage effectively across technical and non-technical stakeholder communities, including senior leadership and program offices.
• Eligibility to obtain and hold a Public Trust position.

Desired Skills and Competencies:
• Prior experience supporting HHS, ACF, or a comparable human services agency in an IT or AI advisory capacity.
• Background with AI Center of Excellence models, including workshop facilitation, AI lab design, and government-industry partnerships.
• Experience in AI risk management, including neural network governance, bias detection, and responsible AI principles.
• Familiarity with AI applications for web-based digital services or citizen-facing platforms.
• Knowledge of GSA MAS or similar government contract vehicles.
