Full Job Description
Position Purpose:

The Agency Governance Program Manager plays a pivotal role in strengthening Infrastructure Ontario's engagement with ministries and central agencies and in supporting some of the organization's most important strategic initiatives and capital projects. The Project Manager leads the development of Treasury Board submissions and other briefing materials, provides strategic advice on governance and government decision-making, and builds trusted internal and external stakeholder relationships that enable collaboration, secure approvals, and advance organizational priorities.

What You Will Do:

  • Serve as the governance lead for an assigned portfolio, managing the development and coordination of Treasury Board submissions and briefing materials that support Infrastructure Ontario's strategic priorities and capital project portfolio.
  • Partner with ministries, central agencies, and senior leaders to navigate government decision-making processes and secure approvals that enable the delivery of major infrastructure investments across Ontario.
  • Deliver concise briefing updates for executive leadership, synthesizing project information and highlighting key project risks and governance considerations.
  • Provide strategic governance advice and coordinate enterprise-wide input to ensure briefing and other project materials are accurate, consistent, and aligned with organizational objectives and project delivery priorities.
  • Analyze issues, assess implications, and develop recommendations to support strategic decision-making.
  • Monitor and improve governance processes, reporting, tracking, while promoting an awareness of Treasury Board processes and government decision-making across Infrastructure Ontario.
  • Provide guidance and knowledge sharing to support team development and continuous improvement.


Who You Are:

  • Undergraduate degree in Public Policy / Administration, Business, Economics, Management, Urban Planning, Architecture, Engineering, or a related discipline is an asset (or an equivalent combination of education and experience).
  • Several years of experience in governance, policy, program management, strategy, government relations, infrastructure, or public-sector environments.
  • Experience preparing, reviewing, or coordinating Treasury Board/Cabinet submissions and government approval materials.
  • Knowledge of Ontario government decision-making processes, governance frameworks, and policy requirements.
  • Strong stakeholder management, relationship-building, and influencing skills with the ability to build consensus and navigate complex stakeholder environments.
  • Excellent analytical, communication, and problem-solving abilities.
  • Demonstrated ability to manage competing priorities, exercise sound judgment, and deliver high-quality work in a fast-paced environment.
  • Experience in infrastructure, capital projects, or the Ontario Public Service is considered an asset.

We offer a competitive hiring range of $115,100 to $133,200 (P5 level), pay will align with skills, knowledge and experience of the candidate.
