For newly hired individuals, the starting salary will normally be at the minimum of the salary range. For current Judiciary employees, salary upon promotion or advancement will be an increase of 5% of base salary, not to exceed the maximum of the range, or the minimum salary of the band/level, whichever is greater.Judiciary employees hired prior to August 29, 2015, are considered Schedule A. Newly hired individuals, and Judiciary employees hired on or after August 29, 2015, are considered Schedule B.
The Judiciary offers a strong opportunity for growth.The Information Security Unit has an exciting leadership opportunity for an experience professional with exceptional cybersecurity, interpersonal, and communication skills. Under the general direction of the Chief Information Security Officer and Security Operations Center Manager, this cybersecurity-focused individual will be involved in the Information Security Unit's ("ISU") day-to-day operations. The successful candidate must also possess strong leadership and management skills, outstanding analytical and problem-solving skills, as well as a high level of technical competence. This position is expected to work collaboratively with other Judiciary divisions and units (e.g. ITO, ATCSU, Vicinages, etc.)
REMOTE WORK: The Judiciary currently offers a hybrid work schedule, and this position may qualify for up to 3 days of remote work outside of Judiciary buildings. To participate in this program, in addition to installing a multifactor authentication app on your phone or tablet, you will be required to have high speed home internet access.
Example of Duties- This position requires collaboration with other divisions on various security projects.
- This is a highly technical position, requiring a working knowledge of several technological domains but not limited to engineering, incident response, and data security.
- This position is expected to work collaboratively with the ISU and ITO across different shifts.
- Work with cybersecurity and IT staff on incident response initiatives to meet organizational compliance requirements (NIST, CSF, PCI, DSS, FTI, etc.), which will include several meetings with internal and external auditors from NIST CSF yearly (part of ISU's information security governance process).
- Understand MITRE ATT&CK and ATLAS Frameworks and understand Tactics, Techniques, and Procedures (TTPs) as they apply to threats, including AI driven attacks.
- Knowledge of next generation technologies such Post-quantum Cryptography, AI LMM (Large Modal Models) and LDM (Large Deterministic Models)
- Secure enterprise architecture and design and work with other enterprise and security architects.
- Strong working knowledge of engineering principles and standards such as NIST, CIS, SANS, OWASP, etc.
- Work with technical and non-technical staff.
- Perform red team, blue team, and/or purple team functions in penetration testing and lab TTX (tabletop exercise) scenarios.
- Excellent customer service and knowledge of technical groups within the Judiciary are required to accomplish the incident response goals.
- Maintain testing standards and accounts on all development, QA, and production systems.
- Train ISU staff on information security requirements.
- Keep current on the latest information security vulnerabilities and incident response from OWASP, NIST, CSF, PCI DSS, etc.
- Manage IGA, IAM, and PAM projects in coordination with Technical Services teams.
Note: The selected candidate(s) may be required to work a non-traditional work week, which may include Saturdays, Sundays and/or holidays, and on call.

QualificationsGraduation from an accredited college or university with a bachelor's degree and five years of professional experience, two years of which shall have included experience in designing, implementing, maintaining, and supporting information technology systems and services in the mainframe, server, and network environments. May include analyzing and resolving complex technical problems; generating and testing applications code; performing database administration; administering data security; operating enterprise computer systems; contingency planning, implementing telecommunications facilities; and developing and/or conducting training on IT systems, concepts, applications, policies, or security.
Substitution: Applicants who do not possess the required education may substitute additional paraprofessional and/or professional experience on a year-for-year basis with one year of such experience being equal to 30 semester hour credits. An associate degree from an accredited college or university and two years of additional paraprofessional and/or professional experience may be substituted for a bachelor's degree. A master's degree from an accredited college or university may be substituted for one year of general experience as indicated above -OR- a law degree from an approved American Bar Association law school may be substituted for two years of general experience as indicated above.

Supplemental InformationDriver's License: Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle is necessary to perform essential duties of the position.

Any person may request an exemption from that requirement from the Employee Residency Review Committee in the Department of Labor & Workforce Development on the basis of either hardship or employer critical need.
