Org. Setting and Reporting

This position is located in the Office of the Director of the Division of Administration (DoA), within the Department of Operational Support (DOS), at United Nations Headquarters in New York. The Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including departments, offices away from headquarters, peace operations, and regional commissions. The Division of Administration in New York provides administrative support functions (human resources, budget, finance and general administration) and facility management and commercial services to entities at United Nations Headquarters. It also provides financial operational services to entities across the globe. As Common Administrative Platform, the Division comprises the OneEO, the Financial Operations Service (including OnePayroll), and the Facilities and Commercial Activities Service. The Administrative Officer reports to the Special Assistant, P-4.

Responsibilities

Within delegated authority, the Administrative Officer will be responsible for the following duties: Human Resource Management • Effectively coordinates actions relative to the administration of human resource activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures within the Division of Administration (DOA). • Liaises with One Executive Office (EO) to provide advice with respect to conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations. Budget and Finance • Supports in the preparation and implementation of the work programme, ensuring that financial resources are utilized to implement activities in accordance with the Programme Budget and allotments issued. • Monitors and reviews the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan. • Develops procedures and implement same to ensure that accounting and financial management controls are consistent with UN policy and practice. • Provides guidance and leadership to more junior staff. General Administration • Collects and analyses data to identify trends or patterns, monitor progress against work plans, performance indicators and strategic priorities, and provide insights through graphs, charts, tables and reports using business intelligence to enable data-driven planning, project support on cross-cutting initiatives, decision-making, presentation, and organizational reporting, • Performs other related work as required.

Education

Advanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, law or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience

A minimum of five years of progressively responsible experience in administration, coordination functions, human resources management or related field is required. Experience in providing support to a senior manager is required. Experience working with an Enterprise Resource Planning (ERP) system is required. Experience in managing workflow systems, monitoring tools and coordination across multiple divisions to ensure the timely implementation of executive decisions is required. At least two years or more of experience in business intelligence and data analytics or related area is required. Experience in an executive or front office with the United Nations or similar international organization is desirable. Experience in human resources or financial management is desirable.
