General Statement of Job:

The Recreation Services Administrative Manager performs responsible professional, administrative, and supervisory work overseeing the Department's administrative operations, including human resources processes, purchasing and financial administration, information technology, employee training, communications, emergency management coordination, and organizational support. The position supervises the Department's administrative team, provides direct support to the Department's executive leadership, and coordinates department-wide projects and initiatives involving multiple sections and/or City departments.
Working closely with Department leadership, the Administrative Manager assists in establishing and implementing departmental goals and objectives, develops policies and procedures, manages projects, evaluates processes, and makes recommendations to improve organizational effectiveness. The position serves as a key liaison with internal City departments and provides leadership, coordination, and administrative oversight that promote consistency, accountability, efficiency, and operational excellence throughout Recreation Services.

Essential Functions

  • Oversees department administration including payroll, position control, purchasing and human resources related processes, department policies, department technologies, employee training and customer inquiries.
  • Oversees department administrative processes related to provider agreements, public records requests, and records management
  • Assists with the preparation and submittal of the department's budget, purchasing and financial transactions.
  • Plans and oversees the executive team’s and the department's meetings.
  • Monitors and tracks action items from executive team and department wide meetings, provides administrative and organizational support to department leadership
  • Oversees department's awards program.
  • Oversees administrative support for the Parks and Recreation Board.
  • Coordinates Parks and Recreation Board meeting logistics, agendas, materials, and communications, and ensures timely follow-up on Board action items.
  • Assists with department communications including website and program guide review, park signage, year in review and various marketing campaigns and materials.
  • Oversees implementation and maintenance of department software and I.T related projects and makes recommendations for improvements via the use of technology.
  • Develops and coordinates department customer service training program including new hire orientation and onboarding.
  • Assists with financial and programming audits to ensure compliance with policies and cost recovery efforts.
  • Assists Deputy Recreation Services Director in establishment of department goals and objectives and develops policies and procedures to ensure consistency and best practices throughout the department.
  • Assists with coordination and oversight of the department's emergency management plans.
  • Manages projects, produces reports, analyzes processes and makes recommendations that support strategic initiatives.
  • Assists in monitoring Division compliance with department policies and coordinates with Division staff on cross-functional projects supporting department objectives.
  • Advises Deputy Recreation Services Director and Recreation Services Director on important matters and activities.
  • Interviews job applicants and makes recommendations to support recruitment.
  • Serves as liaison with other city departments on related activities.
Financial Responsibilities:
  • Assists with monitoring revenue and expenses to ensure compliance with proposed budget and purchasing guidelines.
  • Assists with preparing the annual Operating Budget.
  • Assumes responsibility for correct application of distinct funds associated with various center's activities.
  • Prepares and/or processes final approval for small and large dollar purchase orders.

Minimum and Preferred Qualifications

  • Bachelor's degree from an accredited college or university in Recreation, Public Administration, or related field is required.
  • Six (6) years of progressively responsible state or local government experience in parks and recreation or public administration fields are required.
  • Two (2) years' experience supporting direct reports at the professional and managerial level.
  • Possession of a valid State of Florida Class "E" driver's license
PREFERRED QUALIFICATIONS:
  • Master's degree from an accredited college or university in Public Administration, Recreation, or related field may substitute for two (2) years of non-supervisory experience.
  • Possession of a valid Certified Park and Recreation Professional (CPRP) or Certified Park and Recreation Executive (CPRE) certification at the time of application.
Additional experience is accepted as a minimum requirement in lieu of the postsecondary degree on the following basis: an additional four (4) years in lieu of the bachelor's degree, and an additional two (2) years in lieu of an associate degree.

Essential Employee Designation

When normal operations of City departments are suspended or interrupted due to a declaration that a state of emergency exists, any employee may be deemed essential by the City. For the preparation and/or continuation of emergency operations or for special work detail, employees deemed necessary shall be required to work.

BENEFITS SUMMARY

ANNUAL LEAVE: Shall accrue prior to an employee attaining permanent status in the classified service and may be used after six (6) months of employment at the sole discretion of the Department Head, but it shall not be paid out upon resignation or termination unless the employee has attained permanent status (one full year). The maximum accrual is 360 hours.

CASH OUT OF ANNUAL LEAVE: Employees who have attained permanent status shall be permitted to cash out up to forty (40) hours of accrued and unused Annual Leave, either in a single lump sum payment or two or more partial payments, each fiscal year.

SICK LEAVE: 8 hours per month. Any hours in excess of 960 will be paid off annually at 50%. Upon retirement, employees with a minimum of 5 years continuous service will receive 50% of sick leave balance. Termination for reasons other than retirement shall be entitled to payment for accrued, but unused sick leave, as follows:

HEALTH INSURANCE (Premiums): Employee Medical (Base Plan) - Paid 100% by City. Employee contributions are required for the buy up employee coverage plans. Employee Dental (DHMO or Basic PPO Plan) & Vision (Basic Plan) paid 100% by City. Employee contributions are required for the Employee + Dependent(s) for the Medical, Dental, & Vision Plan.

CONTINUOUS SERVICE BENEFIT: As of December 1, each year - Paid during the month of December.

RETIREMENT PLANS: The two pension/retirement options are listed below:
  • An option to enroll in a Defined Contribution Retirement Plan. The Defined Contribution Retirement Plan will not require a mandatory contribution. The City will contribute seven (7%) percent of the annual base wages annually. The vesting period for this plan shall be one (1) year from date of hire in the classified service, which coincides with your one-year probationary period.
