The Superior Court of California, County of San Francisco, invites applications from qualified individuals interested in providing support to the Data & Business Analytics and Collaborative Courts teams. The Administrative Analyst III develops SQL queries, analyzes data models, and builds data dashboards; works closely with Court judicial officers, management, and staff in the development of data solutions, including extraction and quality assurance queries as well as automated reporting solutions; tests and validates data; executes complex detailed research and analytical assignments; manages various data analytical projects such as resource allocation modeling, program evaluation, and time studies; prepares reports; makes presentations for various internal and external audiences; executes ad hoc assignments; coordinates and actively participates in meetings, and prepares meeting materials including, but not limited to, agendas, briefing documents, meeting notes/minutes; and performs other job-related duties as required. When needed, the Administrative Analyst III provides administrative and programmatic support to the Collaborative Courts. Please note that this is a temporary 1-year grant-funded position that may be extended.
The Administrative Analyst III will work under the direction of the Chief Data Officer and in close collaboration with the Director of Collaborative Justice Programs, collaborative courts staff, Judicial Officers, executive management staff, other staff, and the public.
This selection process is being conducted in accordance with San Francisco Superior Court Personnel Rule 4. An eligibility list will not be established.

Examples of Duties
POSITION OVERVIEW
This Administrative Analyst III will be assigned to the Data & Business Analytics department, working with the Chief Data Officer in developing SQL queries for multiple data systems, building data dashboards in Power BI, analyzing data models, and promoting standardized data definitions. The role will also work closely with the Collaborative Courts division, a primary internal partner, and manage program data as well as conduct specialized research and analyses. Other duties may include managing all aspects of meetings including, but not limited to, planning and developing agendas and preparing briefing documents, meeting reports, minutes, and other meeting materials.
Performs administrative and analytical assignments including, but not limited to, program and performance analyses, and special projects; collects information on special issues, preparing analysis of data and developing reports as assigned; organizes information for formal presentations and makes presentations as directed; performs cost analyses to plan for future expenditures; assists with a variety of special projects as assigned.
Work is performed in an office environment with continuous contact with Judicial Officers, staff, outside agencies, and the public.
Typical Physical Requirements: Sit for extended periods; frequently stand and walk; normal manual dexterity and eye-hand coordination; lift and move objects weighing up to 25 lbs.; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, calculator, copiers. Must be able to travel within San Francisco for work-related meetings.

Qualifications
REQUIRED QUALIFICATIONS
Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
Three years of progressively responsible professional analytical work experience, preferably in a governmental setting, performing work duties related to project management, public outreach, administrative support and services, program tracking and data entry, and facilities management.
DESIRABLE QUALIFICATIONS
A bachelor's degree from an accredited college or university in business administration, public administration, or a closely related field is highly desirable.
Knowledge of:

  • Functions, organizations, programs, and policies of the Court and an assigned unit or division.
  • Research and information-gathering techniques.
  • Project management and coordination.
  • Statistical methods and analysis.
  • Performance measures such as workload measures and terminology.
  • Public and community outreach principles.
  • Development of SQL queries.
  • Microsoft Office Suite (Outlook, Word, Excel, and PowerPoint).
  • Knowledge of programming languages such as R, Python, and DAX.
  • Other statistical software and data management products (such as Power BI, Power Automate, and SPSS), including the ability to structure complex formulae.

Ability to:

  • Plan, organize, and coordinate various data analytical functions of an assigned area of Court operations, such as SQL query development, dashboard construction, and data analytical research.
  • Perform a wide variety of analytical work and research assignments.
  • Oversee, coordinate, and execute projects to their conclusion.
  • Organize statistical and narrative information in a clear, concise manner.
  • Schedule and manage meetings with different work units and summarize and process qualitative and quantitative information obtained from them.
  • Gather, maintain, and analyze a variety of information regarding division or unit operations and functions.
  • Administer surveys and work with survey data.
  • Organize and present ideas and recommendations both orally and in writing.
  • Interpret State, Federal, and local laws, codes, and regulations regarding the area of assignment.

  • Prepare comprehensive, clear reports.
  • Operate a computer and use appropriate software in the performance of administrative and analytical work.
  • Effectively represent the San Francisco Superior Court and an assigned unit with the public, other Court staff, and other government agencies.

  • Establish and maintain cooperative working relationships.
