What You Will Do:We are looking for an Acquisition & Requirements Specialist to support a major IT program within U.S. Customs and Border Protection's (CBP) Office of Trade. This individual will partner directly with business stakeholders, end users, and program leadership to define, analyze, document, and manage operational and business functional requirements. The ideal candidate will have demonstrated experience leading and facilitating requirements workshops, building stakeholder consensus, and translating mission and business needs into clear, actionable requirements that drive successful system modernization efforts. Familiarity with federal acquisition processes and documentation is essential, including experience supporting operational requirements artifacts and related program documentation.
Responsibilities:
- Lead and facilitate requirements workshops, interviews, and working sessions with business stakeholders and user representatives to identify, analyze, and document operational and business functional requirements.
- Analyze business processes, operational workflows, and user needs to develop clear, complete, testable, and traceable requirements.
- Facilitate stakeholder collaboration and consensus-building to resolve conflicting priorities, requirements, and business needs.
- Develop, update, and maintain requirements artifacts, including operational requirements, business functional requirements, business process flows, and requirements traceability matrices.
- Support the development and maintenance of the Consolidated Operational Requirements Document (CORD) and other acquisition and program documentation.
- Align requirements with mission objectives, operational needs, and system modernization goals.
- Collaborate with program managers, architects, developers, testers, and subject matter experts to verify requirements are accurately understood, refined, and implemented.
- Conduct requirements analysis, decomposition, prioritization, validation, and impact assessments.
- Review and validate requirements with stakeholders to confirm completeness, accuracy, and alignment with business objectives.
- Support requirements reviews, governance boards, decision briefings, and stakeholder presentations.
- Assist in translating business and operational requirements into acquisition documentation and other program artifacts as needed.
- Maintain requirements traceability throughout the system development lifecycle and support change management activities.
- Identify requirement gaps, inconsistencies, dependencies, assumptions, and risks, and recommend appropriate resolutions.
- Support requirements verification activities to confirm delivered capabilities meet stakeholder needs.
- Prepare and present findings, recommendations, and requirements documentation to program leadership and stakeholders.
What You Will Need:- An ACTIVE and MAINTAINED CBP PUBLIC TRUST.
- Bachelor's degree.
- THREE (3) or more years' of experience supporting requirements development, acquisition support, or systems engineering activities.
What Would Be Nice To Have:- Experience working directly with business stakeholders and end users to gather, analyze, and document requirements.

- Experience conducting business process analysis and workflow assessment.
- Ability to identify and resolve requirement conflicts, ambiguities, and gaps.
- Demonstrated ability to lead and facilitate stakeholder discussions and requirements working sessions.
- Experience building consensus among diverse stakeholder groups.
- Strong verbal and written communication skills.
- Experience presenting requirements and recommendations to leadership and program stakeholders.
- Familiarity with federal acquisition lifecycle processes and documentation.
- Experience supporting development of operational requirements documents, acquisition packages, or related program artifacts.
- Ability to prepare and maintain clear, accurate, and comprehensive documentation.
- Understanding of requirements traceability and change management practices.
- Experience working in cross-functional teams consisting of business, technical, and program management stakeholders.
- Ability to support modernization initiatives through all phases of requirements development.
- Experience supporting requirements validation activities.
- Knowledge of trade operations, import/export processing, cargo processing, customs compliance, or related trade functions.
- Experience supporting large-scale federal IT modernization programs.
- Familiarity with DHS acquisition processes and program documentation requirements.
- Experience working in Agile or Hybrid Agile environments.
