DescriptionThe OpportunityWSDOT is currently seeking a to serve as the Accounting Supervisor for the Toll Division in Seattle, WA. This position prepares financial reports and analyzes accounting and fiscal data in accordance with Generally Accepted Accounting Principles (GAAP), state and department requirements, and organizational principles to support the WSDOT Tolling business plan. This work will require expert level review in accordance with GAAP, government auditing standards, budgeting guidelines, federal and state statutes, regulations and procedures, and WSDOT guidelines and practices.
What to ExpectAmong the varied range of responsibilities held within this role, you will:
- Maintain and input financial data for transactions, ensuring accuracy in records for reporting and audits.
- Coordinate with toll-related project and program management, as well as Accounting & Financial Service (AFS) staff, to determine fund sources for work orders and complex projects within multiple programs.
- Analyze expenditures using financial reports and forecasting tools to assess budgetary impacts across multiple programs.
- Review and approve accounting and inventory entries to maintain completeness and accuracy in financial records.
- Gather and compile statewide financial data for regulatory reporting purposes.
- Examine invoices for compliance with contract provisions, department policies, and financial regulations.
- Review and verify accounting and fiscal entries for alignment with legal and policy requirements.
- Evaluate expenditure trends and reporting tools to provide financial analysis and recommendations for leadership.
- Approve expenditure requests for labor, materials, equipment use, and project costs.
- Assess expenditure data to support revenue forecasting, bond sales, debt service management, and interfund revenue transfers.
QualificationsTo be considered for this opportunity, the following competencies are required:
- GAAP and Governmental Accounting: Knowledge of Generally Accepted Accounting Principles (GAAP) and governmental accounting practices to financial agreements, revenue recognition, accounts receivable, and fiscal transactions.
- Financial Management: Experience managing an accounting office or operations, tracking monthly expenditures, accruals, allocation of shared costs, and the approval process with internal stakeholders. Must demonstrate consistent attention to detail in work products of self and staff.
- Organization and Prioritization: Demonstrated ability to manage competing priorities, organize work of self and staff effectively, and prioritize work to ensure that all assignments are completed accurately within established deadlines and maintain accurate records.
- Financial Reporting: Ability to present reports to supervisors, program managers, division leadership, and other agency staff in a technical and non-technical manner.
- Financial Systems Expertise: Knowledge of enterprise financial and reporting systems used to manage and report fiscal activity.
- Financial Analysis: Experience interpreting financial reports, analyzing and reconciling multiple data sets, and validating accounting data to ensure accurate financial reporting and recording of fiscal transactions.
- Communication: Demonstrated excellent communication skills. Ability to communicate complex financial information clearly and effectively through written and verbal communication. Ability to tailor technical communication to the technical level of the audience.
- Supervisory Experience: Experience supervising technical staff or teams for both projects and an annual calendar of deliverables. Demonstrated ability to set direction, assigning and reviewing work, coaching and developing staff or contributors, managing resources and timelines, and fostering accountability. Leadership experience may include formal supervision, project management, and cross-functional team coordination roles.
- Teamwork and Collaboration: Experience working with internal and external organizations to coordinate use of multiple funding sources for projects and operations. Demonstrated experience building effective working relationships, contributing to team success, and maintaining individual accountability.
- Growth Mindset: Actively demonstrates a commitment to learning and growth.
- Service-Oriented: Takes action to meet the needs of others.
It is preferred that qualified candidates also demonstrate:
- Toll Operations: Knowledge of or experience with toll operations.
- TRAINS Experience: Experience with Transportation Reporting and Accounting Information System (TRAINS)
