Full Job Description
Trinity Metro is seeking an eager and ambitious Accounting Manager. In this position, the manager will oversee various accounting functions and support the accounting staff. This position requires a high level of responsibility in maintaining accounting controls related to various systems and programs. This position reports to the Controller. The manager maintains compliance with agency policies and procedures while maintaining accounting controls. To be successful in this role, an individual must be able to perform in a satisfactory manner the functions listed below.

ESSENTIAL FUNCTIONS
  • Directs, plans, organizes, evaluates, and coordinates the activities of the Accounting Department staff members who perform accounting and statistical reporting duties including accounts payable, accounts receivable, revenue collection and deposit, payroll, cash management, bank account monitoring, account reconciliation, etc. by following generally accepted accounting principles and utilizing Trinity Metro's policies and procedures.
  • Provides for staff development and department coverage by cross-training the accounting staff.
  • Directs, plans, organizes, coordinates, and produces complete and accurate reports for management's use. Ensures that all federal and state agencies' financial reporting requirements are met and expedited through the preparation of monthly and annual financial reports complying with GAAP. Responsible for producing monthly, annual, and interim reports for management and executive review.
  • Coordinates and provides financial information for annual audits including financial audit, single audit, and National Transit Database audit; maintains records required to comply with the audit process and makes these records available for audit review.
  • Assists in the preparation of data for the National Transit Database Report (NTD) in accordance with Federal Transit Administration (FTA), GAAP guidelines utilizing Service Efforts and Accomplishments (SEA) indicators.
  • Administers Trinity Metro's fixed asset policies and procedures. Oversees the implementation of the annual fixed asset inventory; oversees the maintenance of Trinity Metro's fixed asset database.
  • Ensures the accurate recording of operating expenditures and reporting of capital and grant expenditures.
  • Develops, prepares, and administers the accounting annual budget.
  • Coordinates with other departments (Risk Management, Grants and Budget, Human Resources, etc.) regarding reporting needs such as workers' compensation claims and casualty loss claims, budget expenditure history, insurance premium deductions, etc.
  • Resolves customer issues related to accounting functions.
  • Coordinates with upper management and works independently on establishing departmental goals and objectives; establishes plans, processes, and procedures to ensure goal achievement. Keeps abreast of federal and state laws, regulations, etc. regarding the accounting functions.
  • Ensures the maintenance and security of the money room, vaults, and fareboxes.
  • Maintains confidential information.


OTHER RESPONSIBILITIES
  • Makes recommendations to management to improve operations, decrease inefficiencies and streamline work processes; works cooperatively with all customers, internal and external.
  • Participates in company community activities to promote transit on off-duty hours.
  • Performs other duties, as assigned.


SUPERVISORY RESPONSIBILITIES
  • Directly supervises one or more employees.
  • Applies supervisory responsibilities according to organizational policies and applicable laws.
  • Interviews, hires and trains employees; plans and directs work; sets goals for the department; evaluates and manages employee performance; addresses complaints and resolves employee issues.


EDUCATION AND/OR EXPERIENCE
  • Graduation from an accredited four-year college or university with Bachelor's degree in Accounting, Finance, or Business Administration with an accounting concentration.
  • Four or more years of progressively responsible professional accounting experience, including accounts payable, accounts receivable, payroll, account reconciliation, and related accounting functions. At least two years of experience managing an accounting office or staff preferably in a transit or municipal setting.
  • Certified Public Accountant preferred.
