Job Duties

The Division of Finance (DOF) performs management and oversight of the annual budget and spending for VDSS. It provides guidance for the departments' financial policies and ensures fiscal compliance with state and federal regulations. The Division of Finance is also responsible for processing financial transactions for VDSS and reporting the results of those transactions to local agencies, field offices, state and federal entities.

We are currently seeking an experienced professional to serve as the Accounting Manager Senior for the Division of Finance, reporting to the Controller. This position provides leadership and management over critical accounting functions for the Virginia Department of Social Services, a large, highly diverse, and financially complex agency with annual revenues and expenses in excess of $2 billion. This position performs strategic work and analysis to provide oversight and direction over the agency's complex financial operations, to include Accounts Payable; Accounts Receivable, Banking, & TOP; General Ledger & EBT Recon; and Vendor Maintenance & Administration. This position reports directly to the Controller and supervises four FTEs. This position provides direct support to the Division of Finance leadership and staff; VDSS Executive leadership; agency division directors; program managers and staff; as well as external partners and stakeholders such as the Department of Accounts (DOA). This position is also accountable for ensuring that agency employees are in compliance with state and federal laws and regulations pertaining to disbursement processing, i.e. Commonwealth of Virginia's Prompt Payment Act, Uniform Guidance 2CFR.

NOTE: This position is open to current Commonwealth of Virginia State Employees only.

Minimum Qualifications

Considerable knowledge and experience providing management and oversight of financial processes and procedures related to multiple functional areas such as accounts payable, accounts receivable, and general accounting.

Demonstrated experience in reconciliations, complex journal entries, and financial reporting.

Demonstrated working knowledge of general, federal, and cost accounting for governmental funds.

Management experience directing a staff of professional accounting or finance managers and staff.

Experience applying accounting knowledge to state, federal laws and regulations for accounts payable, accounts receivable and small purchase credit cards.

Knowledge of accounting principles and practices as defined by GAAP, GAGAS, GASB, CAPP, and other federal and state laws, regulations, policies and procedures.

Experience interpreting and applying state policies, procedures, laws and regulations in relation to compliance requirements as mandated in the Commonwealth Accounting Policy & Procedures Manual (CAPP).

Strong leadership, analytical, and risk management skills to guide others and ensure accountability.

Effective communication and problem-solving skills to advise others on technical accounting best practices and process improvements.

Ability to effectively collaborate with agency staff, business partners, and customers that possess widely varying levels of accounting and financial management knowledge to achieve agency strategic goals and objectives.

Strong interpersonal skills, sound judgment, and the ability to work independently as well as collaboratively with internal and external stakeholders.

Demonstrated ability to work effectively under pressure and meet deadlines

Proficiency in MS Office (Word, Excel, PowerPoint, Teams, etc.).

Proficiency with Oracle Financials and/or PeopleSoft financial database systems.

Proficiency using Cardinal, the state's accounting system of record.

Additional Considerations

Considerable experience with the supervision of staff, accounts payable processing, and financial system applications.

CPA, CMA, and/or CGFM.

Knowledge of public social services programs and operations.
