Summary

This position is located in the Office of the Associate Administrator for Budget and Programs/Chief Financial Officer, Maritime Administration (MARAD).

The position directly supports executive leadership in carrying out statutory and regulatory financial management responsibilities and provides technical accounting expertise on matters affecting budget execution, status of funds, accounting integrity, account reconciliation, cost analysis, executive dashboards, and fiduciary review.

As a Accountant, you will:

  • Serves as the senior accounting advisor for budget execution, status of funds, reimbursable agreements, Working Capital Fund, revolving fund, and other agency financial activities.
  • Analyzes financial data to monitor funds availability, obligations, expenditures, reimbursements, and related accounting activity, identifying trends, discrepancies, and issues that impact financial integrity and decision-making.
  • Prepares executive-level financial reports, analyses, dashboards, and briefings for the Chief Financial Officer (CFO), Deputy CFO, and other senior leadership to support strategic planning and resource management.
  • Supports monthly, quarterly, and year-end financial reporting by ensuring financial data is accurate, complete, properly documented, and compliant with federal accounting standards, Treasury requirements, OMB guidance, and agency policy.
  • Develops financial performance metrics and data visualizations that enhance executive insight into fund execution, financial performance, and overall fiscal stewardship.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience analyzing organizational funding and accounting activities, such as appropriated funds, reimbursable agreements, inter-agency funding, revolving funds, Working Capital Funds, or similar financial resources, while ensuring accurate financial records, funds control, and compliance with applicable accounting requirements.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Financial Management - Knowledge of federal financial management policies, appropriations law, funds control, budget execution, reimbursable agreements, revolving funds, and Working Capital Fund operations to ensure effective stewardship of public resources.
  • Financial Analysis - Knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling, earned value management, and evaluating key financial indicators, trends, and historical data.


  • Decision Making - Ability to evaluate financial risks, interpret accounting guidance, and make well-supported recommendations on complex accounting and funding issues affecting organizational operations.

Education

  1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
    OR
  2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
