Salary Range: $6,500 to $7,200 per month
Position Summary
The Account Budget Specialist III performs advanced budget and fiscal management functions, including but not limited to assisting with the preparation, development, monitoring, and tracking of biennial budgets. This position oversees accounting operations such as accounts payable, journal vouchers, payroll, e-commerce transactions, grant reconciliation, and expense vouchers, and the Department's purchasing card program. Responsibilities include reconciling revenues and expenditures, managing investments, supervising employees, coordinating fiscal year-end closing activities, preparing GAAP-compliant closing packages, and developing financial reports for the Legislative Council, Office of Management and Budget (OMB), and other stakeholders while ensuring compliance with state financial requirements.
Work Location
This position is based on site at the North Dakota State Capitol in Bismarck and requires regular in-office presence to support the Agriculture Commissioner and foster collaboration across divisions.
Minimum Qualifications
The successful candidate must have a bachelor's degree in Accounting, Finance, Business Administration, or a closely related field and at least two years of professional experience in accounting, financial management, or a related fiscal role. Candidates must demonstrate proficiency in Microsoft Excel and Outlook, strong verbal, written, and interpersonal communication skills, and experience with grant preparation, monitoring, or administration. Knowledge of state and federal fiscal policies, regulations, and reporting requirements is required.
Preferred Qualifications
Preference will be given to candidates with experience in state government fiscal operations and employee supervision. Experience with the State of North Dakota's financial systems and processes, including PeopleSoft, state budgeting, payroll, e-commerce, and the state purchasing card program, is preferred.
