About the RoleWe're looking for an A2R Financial Management Subject Matter Expert to support DLA's DAI program. The ideal candidate brings deep Department of War (DoD/DOW) financial management experience and serves as the bridge between DAI's supported Defense Component agencies and the program's Oracle and Agile technical teams.
You'll play an instrumental role in expanding the functional requirements by driving the Acquire-to-Retire (A2R) program's Construction-in-Progress (CIP), Work-in-Progress (WIP), and full asset-lifecycle automation goals.
What You'll Do- Serve as the primary functional liaison between DAI-supported Defense Component agencies and the program's Oracle SMEs, Scrum teams, and Product Owners
- Lead and support requirements-gathering sessions with agency stakeholders to identify business process pain points, legacy system constraints, and audit findings related to asset accounting
- Translate agency requirements into well-defined Features, Epics, and user stories for SAFe Agile Release Trains supporting the A2R program
- Support design sessions for RICE-FW (Reports, Interfaces, Conversions, Extensions - Forms/Workflow) development and solution configuration for CIP/WIP and asset capitalization
- Provide functional subject matter expertise on the Global Capitalization Interface and Enterprise Logistics Management System (ELMS/DPAS) enhancements
- Advise on the completeness and applicability of To-Be business process flows, training materials, and operating procedures supporting A2R implementation
- Support Development Integration Testing, System Integration Testing, and User Acceptance Testing from a functional/financial perspective
- Assist in resolving Audit Notices of Findings and Recommendations (NFRs) and Corrective Action Plans (CAPs) tied to Existence & Completeness (E&C) and Valuation risk areas
- Coordinate with USSGL/ATM functional teams to ensure asset transactions align with applicable Accounting Treatment Manual (ATM) and USSGL requirements
Required Qualifications- Bachelor's degree in Finance, Accounting, Business Administration, or a related field
- 15+ years of progressive experience in Department of War (DoD/DOW) financial management
- Direct experience supporting the Defense Agencies Initiative (DAI) program or a comparable DoD ERP financial system implementation
- Demonstrated experience in Asset Management, including Construction-in-Progress (CIP)/Work-in-Progress (WIP), Property Plant & Equipment (PP&E), or Real Property accountability
- Strong working knowledge of federal financial management regulations, including the DoD Financial Management Regulation (FMR) and USSGL
- Ability to translate complex business and financial requirements into functional specifications for technical delivery teams
Preferred Qualifications- Experience working directly with Oracle E-Business Suite (EBS) 12.2.x or Oracle Fusion ERP financial modules
- Experience with Accountable Property Systems of Record (APSR), such as ELMS/DPAS
- Relevant certification such as Certified Defense Financial Manager (CDFM), Certified Government Financial Manager (CGFM), or DAWIA Financial Management certification
- Experience working in a Scaled Agile Framework (SAFe) environment
- Prior experience supporting DLA or another Defense Agency financial transformation initiative

Salary Range: $175,000 - $195,000 (Based on Experience)
